Prime Minister Malcolm Turnbull has responded to calls for a moratorium on coal exports and new coal mines by arguing that doing so would actually increase carbon emissions. He notes that Australian coal tends to be much cleaner than that of other countries. Meanwhile, the Federal Government’s submission to the Nuclear Royal Commission in South Australia presses the case for considering nuclear power as part of the nation’s future energy mix.

Australian Workers’ Union national secretary Scott McDine has dismissed Ferguson’s criticism as hypocritical. Legislation to reinstate the Australian Building and Construction Commission and increase the governance standards of union officials have been blocked by the Senate twice. Prime Minister Malcolm Turnbull has warned that industrial relations will be a focus of the Coalition’s 2016 election campaign unless the Opposition supports its proposed reforms. The head of the Australian Government’s competition review, Ian Harper, has called for urgent action to address the nation’s decline in productivity. He has warned that annual growth in productivity could fall to around one per cent unless action is taken, noting that Australians face lower growth in incomes and lower living standards. Harper says the Government should adopt the approach to economic reform that boosted productivity in the 1990s.

Deloitte has released a report which proposes taxing superannuation in the same way that income is taxed. The flat tax rate of 15 per cent for super contributions would be replaced with a progressive tax system whereby low income earners would pay a contributions tax of just six per cent, while those on higher incomes would pay 34 per cent. Deloitte also proposes reducing the capital gains tax discount from 50 per cent to 33 per cent.

The Australian Government will provide funding for both the Yes and No campaigns on the issue of same-sex marriage in the lead-up to a proposed plebiscite. Australian superannuation funds will have to ensure that 33 per cent of their directors are independent from mid-2017 under proposed legislation. The Australian Prudential Regulation Authority’s Helen Rowell says the new laws will also require a majority of directors to be independent from mid-2019, unless a super fund can present a strong argument to justify not doing so. Rowell has rejected claims by industry super funds that returns would be lower under the proposed regime.
