Investment banker Alastair Walton has warned that Australia’s four major banks will be vulnerable in the event of another financial crisis. He says that rather than imposing stricter capital requirements, it may be better to look at forcing the "AA-"-rated banks to demerge and be broken up into 8-10 smaller banks with "A" credit ratings. The BKK Partners chairman notes that the four major banks rate among the 20 biggest in the world

It was claimed in the media that Foxtel contemplated a bid for the Ten Network in conjunction with Providence Equity Partners. It is said that the pay-TV group might form a marketing or content alliance with Providence if the US private equity group makes an offer for Ten. Regulators are likely to pay close heed to any alliance between Foxtel and Providence. Foxtel is prohibited by law from owning more than 15 per cent of the commercial TV broadcaster

ACCC orange light on Wotif takeover

The Australian Competition & Consumer Commission (ACCC) had been widely tipped to approve Expedia’s acquisition of Wotif.com. However, the competition regulator has expressed concern that the $A703m deal may lead to an increase in commission rates in the accommodation sector. The ACCC has noted that Wotif.com’s low commission rates may have influenced rivals such as Expedia to offer lower rates in Australia than in other markets

APRA hints at shifting capital

The Australian Prudential Regulation Authority has lodged its submission to the Federal Government’s financial system review. The watchdog wants global rules for the banking sector that require greater capital reserves for mortgage lending to apply locally. It is also sharing concerns of the Reserve Bank of Australia that more liberal lending standards could create unsustainable prices in the residential real estate market. Banks using advanced systems can access public guarantees at a lower cost

Murray focus ‘on capital reserve requirements’

Smaller regional banks have in their submissions to the Australian Government’s new financial system review called for less onerous rules on the capital requirements to back mortgage loans. At the same time the four major banks have argued against any increase to the levels that apply to them. However the latter is believed to be the more likely recommendation by the review, as the Reserve Bank of Australia is wary of further strong growth in an already booming residential real estate market

The Australian Securities & Investments Commission (ASIC) has lodged a submission with the new financial system review conducted by David Murray for the Federal Government. The watchdog argues that harsher penalties should be rolled out for white-collar crimes, to ensure the perpetrators do no profit. ASIC also says it is not convinced that mandatory minimum balances should be introduced for self-managed superannuation fund accounts, and it seeks increased powers to ban unethical financial planners

The chairman of the financial system inquiry, David Murray, notes that Australia was largely unaffected by the global financial crisis. However, he warns that the domestic banking sector must take action to be ready for an eventual correction in asset prices, which have been boosted by stimulus measures in the wake of the crisis. Murray has previously noted that it could be necessary for banks to increase their capital reserves

The Australian Securities & Investments Commission has ordered Aldi to take remedial action to display fees for contactless card transactions at the point of sale. Stricter super rules ‘inevitable’

Ernst & Young’s Graeme McKenzie forecasts that at some point the Australian Prudential Regulatory Authority will subject the nation’s $A1.8bn superannuation industry to greater supervision. He doubts that the regulatory regime will be tightened in the near-term, as APRA released new standards in 2013, but he argues that the amount of money flowing into the sector will necessitate stricter regulation in the future
