Professor Paul Dibb says the Australian Defence Force is approximately the same size it was in 1986, when he wrote the seminal ‘Review of Australia’s defence capabilities’. Professor Dibb adds that Australia still basically has a peacetime defence force with little capacity to expand quickly in the event of a military conflict. He notes that when he produced the Dibbs report in 1986 the government of the day was spending much more on defence as a proportion of GDP than the current Labor government, despite the fact that Australia faced only low-level conflict at the time.

Accused torturer to command ADF troops

Colonel Penioni Naliva has been appointed as deputy commander of the Australian Army’s 7th Brigade, which comprises around 3,500 troops, with his appointment coming after he graduated from the Australian War College in 2023. A senior Fijian military officer, Naliva has been accused of torture and human rights abuses, and a Defence spokesperson said it was aware of the allegations. There is speculation that current Fiji prime minister Sitiveni Rabuk approved Naliva’s appointment over concern that he was the military officer most likely to stage a coup against his unstable government; his appointment will see Naliva move to Australia, thus lessening the risk of him staging a coup.

Troop boost but no ship to Red Sea

The US government will shortly reveal details of a new multi­national task force to combat Houthi rebels’ attacks on commercial shipping in the Red Sea. The US Navy had initially asked Australia to contribute to Operation Prosperity Guardian by deploying a warship to the Red Sea; however, the US is believed to have now requested the deployment of additional Australian soldiers to the region, after the federal government indicated that the Indo-Pacific is its priority. Five members of the Australian Defence Force are currently serving with the US-led Combined Maritime Force. Shipping lanes in the Red Sea carry about 10 per cent of the world’s cargo.

Campbell apologises for Afghanistan war crimes

The Brereton report into war crimes by Australian Defence Force personnel in Afghanistan has recommended that 19 serving and former soldiers be referred for prosecution. Paul Brereton, the Assistant Inspector-General of the ADF, found that there is evidence that 25 special forces soldiers were involved in the murder of 39 prisoners and civilians between 2009 and 2013. He also concluded that the elite solders had attempted to cover up their crimes by planting weapons on the victims. Defence Force Chief Angus Campbell has responded to the report by abolishing the SAS squadron at the centre of the allegations; he has also announced a review of all honours and awards received by Australian soldiers in Afghanistan.

Majority of Australians (61%) against sending ground troops to Iraq & Syria

A special snap SMS Morgan Poll has found that 61 per cent of Australians disapprove of Australia sending ground combat troops to fight the Islamic State in Iraq and Syria, while 39 per cent approve. The poll, which was carried out on 26-27 November 2015, also shows that a majority of supporters of all political parties are against Australia sending ground troops to Iraq and Syria. The findings contrast with a Morgan Gallup Poll conducted in May 1965, near the beginning of the Vietnam War, which showed that 52 per cent of Australian electors were in favour of the decision to send 800 Australian troops to South Vietnam, while 37 per cent were opposed.

A multi-mode Morgan Poll on Federal voting intention has found that support for the Coalition on a two-party preferred basis has fallen by 0.5 per cent to 45.5 per cent. The poll, which was carried out on the weekends of 13-14 and 20-21 September 2014, also shows that support for the Australian Labor Party has risen by 0.5 per cent to 54.5 per cent.
