Prime Minister Anthony Albanese says his government is seeking clarification from its Indonesian counterpart regarding a formal request from Russia to base military aircraft in the province of Papua. The government has stated that Indonesia’s Defence Minister Sjafrie Sjamsoeddin has dismissed reports in a defence publication that Russian aircraft may operate out of Indonesia, and just 1,300km from the Australian mainland. Opposition leader Peter Dutton has warned that a Russian military presence in the Indo-Pacific region would be "deeply destabilising" and says the federal government must disclose whether it had been aware of Russia’s request before it was made public.

The federal government has finalised a new defence agreement with its Indonesian counterpart during an official visit by president-elect Prabowo Subianto. Amongst other things, the two nations will hold more joint military exercises and increase maritime security co-operation, as part of a push to counter Chinese’s growing influence in the Indo-Pacific region. Prabowo, who is currently Indonesia’s Defence Minister, says he wants to strengthen the nation’s ties with its neighbours. Defence Minister Richard Marles will formally sign the agreement in Indonesia next week.

Indonesian President Joko Widodo will address a joint sitting of federal parliament on 10 February, as part of his official visit to Australia. Joko and Prime Minister Scott Morrison will use the visit to announce a 100-day action plan to implement a free-trade agreement, which was recently ratified by the Indonesian parliament. Morrison says the coronavirus outbreak demonstrates the need for Australia to reduce its reliance on China for trade, adding that Indonesia will play a key role in Australia’s push into the Indo-Pacific region.

Prime Minister Scott Morrison has downplayed concerns that a proposed free-trade agreement with Indonesia may be jeopardised by any change in Australia’s policy on Israel. According to media reports, Foreign Minister Marise Payne has been warned by her Indonesian counterpart that the nations’ bilateral relations would be damaged if Australia relocated its Israeli embassy from Tel Aviv to Jerusalem. Farmers are concerned that Australia’s live cattle exports to Muslim countries could be affected.

The federal government has attracted criticism in Indonesia after Prime Minister Scott Morrison signalled that it may be open to relocating Australia’s embassy in Israel from Tel Aviv to Jerusalem. However, the issue is not expected to affected negotiations for an Australia-Indonesia free-trade agreement unless the embassy is actually moved. Arab diplomats in Australia have criticised the federal government’s lack of consultation, but Jewish groups have welcomed the change in the Coalition’s policy regarding Israel.
