The issue of anti-terrorism measures will be the focus of the Council of Australian Governments meeting on 5 October. However, New South Wales Premier Gladys Berejiklian intends to raise a number of issues, including the Federal Government’s proposal to reduce the share of goods and service tax revenue paid to states that maintain restrictions on gas exploration and production. Meanwhile, Victorian Premier Daniel Andrew continues to advocate the introduction of a domestic gas reserve, arguing that only gas that is surplus to households’ and businesses’ requirements should be exported.

Gun laws ‘drifting’ as critics fight deal

Gun Control Australia CEO Sam Lee says the Federal Government should put pressure on its state and territory counterparts to implement changes to the National Firearms Agreement. The reforms were agreed upon earlier in 2017 after extensive negotiations, but none of the states and territories have fully implemented the changes. The Sporting Shooters Association of Australia opposes the introduction of stricter gun control laws.

Workers’ safety net tightened

Employees of failed companies have been paid more than $A1bn in total from the Federal Government’s Fair Entitlements Guarantee scheme in the last five years. However, Employment Minister Michaelia Cash has announced plans for reforms which will target directors of failed companies who attempt to avoid liability for employees’ redundancy entitlements. The reforms will not apply retrospectively to companies such as Clive Palmer’s Queensland Nickel, which collapsed owing some $A70m to its workers.

Rio Tinto backs China on ETS

Energy Minister Josh Frydenberg says China’s plans to implement an emissions trading scheme before the end of 2017 will not affect the Australian Government’s stance on climate policy and emissions trading. Rio Tinto’s head of environment and climate change, Matthew Bateson, has welcomed China’s announcement. He notes that it would send a "strong message" to other nations if China takes the lead on climate change, adding that the world is moving away from coal as a source of power.

Gas controls raise world LNG prices

The Federal Government has signed a heads of agreement with Origin Energy, Santo and Shell that will avoid the need for it to impose LNG export controls. The LNG producers have committed to supplying sufficient gas to the domestic market to meet expected shortfalls in 2018 and 2019. The agreement also makes provision for any gas that is surplus to their contractual requirements to be offered to the domestic market first. Meanwhile, speculation that Australia’s LNG exports will be curbed has prompted a sharp rise in spot prices in North Asia in recent weeks.

Push for stronger better-off work test

The report of a Senate committee that has been examining the issue of penalty rates has recommended some "fine-tuning" of the Fair Work Act’s "better-off-overall test" to ensure that workers’ rights are protected. The report is also believed to have concluded that workers should be entitled to trade-off weekend penalty rates in return for higher weekday pay rate in enterprise agreement negotiations, but only if they will be better off overall. The report’s other recommendations include legislative action to overturn the Fair Work Commission’s ruling on Sunday penalty rates.

Trump tax cut exposes local business

However, the Opposition has reiterated that it will not support the Federal Government’s proposal to progressively reduce the tax rate for all companies to 25 per cent, despite Trump’s plans to reduce the US company tax rate to just 20 per cent. Treasurer Scott Morrison says Australia will not be able to compete with nations such as the US and the UK unless Labor supports the tax package.

PM’s ‘agile’ agenda fails auditor test

The Australian National Audit Office has released a report which questions the economic benefits of the Federal Government’s National Innovation and Science Agenda. Amongst other things, the ANAO has raised concerns about the limited time-frame in which the innovation agenda was developed and the criteria used to measure the performance of the scheme. The NISA was launched in late 2015, and Prime Minister Malcolm Turnbull stated in December 2016 that it had resulted in increased jobs and investment.

China behind budget’s improved look

The Federal Government has reported a Budget deficit of $A33.2bn for 2016-17. This is $A4.4bn lower than was forecast in May, and it is the nation’s smallest deficit since 2013. The improvement has been attributed to factors such as higher commodity prices due to continued strong demand in China, as well as reduced government expenditure on welfare as a result of growth in jobs. Goods and services tax and corporate tax revenue also rose.

The Fair Work Ombudsman would have no jurisdiction over the termination of a contractor’s employment, although lawyers say the sacking may breach anti-discrimination laws in the Australian Capital Territory.
