Heat on unions’ super cash

The Federal Government will introduce legislation to increase the Australian Prudential Regulation Authority’s powers to force superannuation funds to disclose their payments to unions. The reforms will also allow fund members to be informed as to how their super contributions are being invested or redirected to unions or employers’ groups. It is estimated that super funds paid more than $A8m to unions in the form of "sponsorship" payments in 2016, with Cbus accounting for more than $A1m of these payments.

Nationals rally against energy plan

The National Party’s federal council has passed a motion opposing a clean energy target. The same motion called for Australia’s renewable energy target to be set at 23 per cent in 2020, and for there to be no subsidisation of any energy source after that date. Meanwhile, Prime Minister Malcolm Turnbull and Energy Minister Josh Frydenberg are set to meet AGL Energy CEO Andy Vesey over the future of AGL’s Liddell coal-fired power plant. AGL wants to close it in 2022, but the Federal Government wants AGL to sell the plant.

The Federal Government will shortly begin distributing ballot papers for the postal plebiscite on same-sex marriage after the High Court ruled that it can proceed. Prime Minister Malcolm Turnbull and Opposition Leader Bill Shorten have urged all Australian electors to participate in the voluntary survey. The Government is drafting the rules for the eight-week public campaign on the issue of marriage equality, while there is growing concern about the potential impact of legalisation of same-sex marriages on religious freedom.

Media reform in days: Xenophon

The Federal Government is continuing to negotiate with the Nick Xenophon Team in a bid to secure support for cross-media ownership reforms. The talks are centred on financial assistance for smaller media companies, with the NXT open to scaling back its proposed tax breaks for such companies. The Government in turn is believed to have proposed offering grants or tax offsets to smaller publishers. It is also negotiating with the Greens, whose proposals include a content fund for local TV production.

$9bn power hit for big firms

National Australia Bank’s chief economist Alan Oster has forecast that higher energy costs will add 0.6 per cent to the headline inflation rate for the September quarter. Companies that are major energy users estimate that their electricity and gas costs will rise by $A9bn, which in turn will affect profit margins, jobs and investment. Meanwhile, AGL Energy has advised that it has made no commitment to sell its Liddell power station or keep it operating beyond the planned closure date of 2022. Prime Minister Malcolm Turnbull has claimed that AGL CEO Andy Vesey had indicated that the company would be open to selling the power station.

Xenophon puts reform deal within reach

The Federal Government’s prospects of getting its cross-media ownership reforms through the upper house have been bolstered by further negotiations with the Nick Xenophon Team. Communications Minister Mitch Fifield has offered a compromise deal regarding the NXT’s push to provide tax breaks for smaller media companies. Senator Nick Xenophon is still pursuing the tax breaks, although he adds that there are other options for increasing media diversity and job opportunities for journalists.

Shell chief expects gas export clampdown

Shell Australia chair Zoe Yujnovich says the Federal Government is likely to implement its Australian Domestic Gas Supply Mechanism in 2018. She forecasts that the Australian Energy Market Operator will announce a structural shortfall of gas in the next few weeks, although she adds that the ADGSM is unlikely to have much impact on Shell’s LNG exports. Yujnovich adds that there are indications of downward pressure on gas prices.

New CET bid to extend life of coal-fired power

The Australian Government is hoping to secure agreement from backbenchers on a Clean Energy Target before the end of 2017. It is understood that the proposed CET includes provision for existing coal-fired power stations to have their operating lives extended, as well as the possibility of a new coal-fired power station to be funded by the $A5 billion Northern Australia Infrastructure Facility. Both the Government and the Australian Energy Market Operator are keen to ensure greater stability within the National Electricity Market.

Union deals hit workers’ pay slips

Analysis by the Department of Employment suggests that workers in the retail and fast-food sectors would need to work for up to 50 hours during the week to offset the impact of lower Sunday penalty rates in union-backed enterprise agreements. Employment Minister Michaelia Cash says the analysis refutes claims by unions and the Australian Labor Party that workers are compensated for lower weekend penalty rates via higher hourly pay rates during the week. However, the Australian Industry Group has questioned the validity of the analysis.

However, he stresses that any deal would be conditional on the Government agreeing to provide tax breaks for smaller media outlets. The Nick Xenophon Team’s initial proposal for tax breaks was rejected by the Government, which requires the support of 10 Senate crossbenchers for its media reform bill.
