Free TV networks ready to campaign on licence fees

The metropolitan free-to-air TV networks may ramp their lobbying for a reduction in the annual broadcasting licence fee in the Australian Government’s May 2016 Budget. They are believed to have held discussions about launching an advertising campaign, which is likely to be similar to the Save Our Voices campaign that was launched by regional broadcasters.

Business urges extreme COAG makeover

Australian Institute of Company Directors CEO John Brogden has called for greater co-operation between the federal and state governments. He has suggested major changes to the Council of Australian Governments, after a proposal by Prime Minister Malcolm Turnbull for states to raise income tax revenue was rejected. Brodgen has suggested that an independent chair and secretariat could be put in charge of COAG in order to facilitate the reform process.

Reforms could curb sport on free TV: Seven

Seven West Media CEO Tim Worner has cautioned the Australian Government against taking a "piecemeal" approach to media reform. He has told a Senate committee that relaxing cross-media ownership laws could allow the Ten Network to be acquired by pay-TV group Foxtel. This in turn could eventually result in more sporting events being removed from the anti-siphoning list and shown exclusively on pay-TV. Worner has also called for broadcasting licence fees to be scrapped or reduced.

The Australian Government’s proposed media reforms should consider the option of merging the ABC and SBS, according to Nine Entertainment Company CEO Hugh Marks. He argues that a review of the two public broadcasters should be part any media reform agenda, noting that they have changed significantly since they were initially established. ABC MD Mark Scott recently called for to be merged with SBS.

He will argue that a proposed construction code is necessary to protect companies from unlawful conduct by unions. News Corporation’s submission to a Senate inquiry into changes to cross-media ownership laws has supported the proposed reforms but called for them to be more extensive. The Federal Government wants to abolish the "reach rule" and the "two-out-of-three rule", but News Corp says an additional three media ownership rules should be scrapped. Regional broadcasters WIN Corporation and Southern Cross Media Group have also supported the bill, while Foxtel has argued for changes to the anti-siphoning list for the broadcasting of sports.

The Business Council of Australia opposes the "effects test", but the new policy is supported by other organisations, including the Australian Chamber of Commerce & Industry, the Australian Competition & Consumer Commission and the Australian Industry Group. Seven CEO slams TV, film tax benefit gap

The Australian Government’s tax offset for TV producers is just 20 per cent at present, compared with 40 per cent for producers of feature films. The free-to-air and pay-TV industry has urged the Government to match the tax offset for the film industry, with Seven West Media CEO Tim Worner arguing that many TV shows that are currently on hold would be in production if there was a level playing field. Ten Network CEO Paul Anderson adds that the tax offset’s current cap of 65 per cent should be abolished.

Carnell laments IR reform inertia

Australian Chamber of Commerce & Industry CEO Kate Carnell stepped down on 10 March 2016 after two years in the role. Carnell describes the Federal Government’s lack of action on the issue of industrial relations reform has her biggest failure during her tenure. She says the IR system is too complex, restrictive and inflexible, and it must be overhauled to reflect workplaces of the future. Carnell will become the federal small business ombudsman.
