The Australian Labor Party’s 2016 federal election platform will include an emissions trading scheme. However, mining magnate Gina Rinehart has urged the Opposition to commit to not introducing a carbon tax, arguing that governments should not be imposing any taxes on companies that reduce their ability to compete internationally. Rinehart has also noted the dearth of major greenfield mining projects in Australia following the start of production at her Roy Hill iron ore project.

The Australian Government has succeeded in scrapping the carbon tax, although the Senate is expected to block legislation to repeal the mining tax. Meanwhile, many of the key measures in the May 2014 Budget remain in doubt due to resistance in the Senate. Crossbench MP Clive Palmer believes that the Government’s only options are a mini-budget or a new election. Palmer and Australians Greens leader Christine Milne both say the Government had not sought to negotiate with them regarding Budget measures

The Australian Government has reintroduced the bill to repeal the carbon tax in Parliament, after agreeing to make amendments demanded by the Palmer United Party. The Government hopes that the legislation will be passed through the Senate on 15 July 2014. Explanatory notes attached to the legislation show that it will be difficult to calculate the costs imposed by the carbon tax and passed on to consumers. Under the amended legislation, gas and electricity supplies must specify within 30 days how the cost savings will flow to customers

The Australian Government appears to have secured a compromise deal with Clive Palmer to abolish the carbon tax. The Government has agreed to Palmer’s requirement that the energy sector will be the only industry that would be subject to a disclosure regime regarding the carbon tax and the cost saving arising from its abolition. The Government hopes to put the carbon tax repeal legislation to the Senate on 14 July 2014

There was further discussion in the Australian Senate on 8 July 2014 of the Federal Government’s legislation to repeal the carbon tax, with a vote now expected by 9 July. While the Australian Labor Party and Australian Greens are opposed, Prime Minister Tony Abbott will be able to pass the bill with the help of the Palmer United Party. However, in return it will extract a pledge to force electricity companies to pass on the savings in full and show them on bills sent to consumers. The Climate Change Authority will also be retained. Meanwhile Australian Motoring Enthusiast Party senator Ricky Muir wants to stop the abolition of the Australian Renewable Energy Agency as well

The reintroduction of the carbon tax repeal bill to the House of Representatives on 23 June 2014 has prompted businesses to consider their actions if the carbon tax is indeed abolished. Diane Smith-Gander, the director of Wesfarmers and chairman of Transfield Services, spoke about the impact of the repeal of the tax on retailers at a Committee for Economic Development of Australia conference. The fact that the Australian Government wants the abolition of the carbon tax to be retrospective to 1 July will create problems for retailers, because of shoppers being entitled to a refund of any carbon tax component
