The Mineral Council of Australia has warned that a proposed ban on thermal coal production in Queensland’s Galilee Basin would force Asian countries to buy lower-quality coal from developing countries. The MCA argues that this could in turn result in higher global carbon emissions. In addition, it has questioned the constitutional validity of such a ban. The Australian Greens’ bill to ban thermal coal production in the Galilee Basin is also opposed by the Queensland division of the Construction, Forestry, Maritime, Mining & Energy Union.

Former Australian Conservation Foundation president Geoff Cousins held private meetings with Opposition Leader Bill Shorten in January. They discussed the potential environmental impact of Adani’s proposed Carmichael coal mine in Queensland, and Cousins says Shorten repeatedly stated that Labor will revoke Adani’s coal mining licence on environmental grounds if it wins the next election. Shorten’s stance on the Carmichael mine has wavered over the last year, and Cousins argues that he needs to resolve Labor’s policy regarding the controversial project.

The Carmichael coal and rail project had received initial approval from the Queensland and Federal Governments, but the funding for the project has not yet been arranged. Queensland Premier Annastacia Palaszczuk has requested the Federal Government to provide Adani with a loan of up to $A1 billion from the Northern Australia Infrastructure Fund. New Hope Coal has warned that the Queensland Government’s proposed new water licence regime for existing resources projects will affect the timetable for the expansion of its Acland mine. MD Shane Stephan has told state MPs that the company will have to begin laying off workers at the mine in 2017 if the legislation is passed. The Queensland Resources Council has criticised the proposed legislation, which would subject resources projects to an additional environmental approval process in order to obtain a water licence.

Hunt slams lobbyists for Adani hold-up

Federal Environment Minister Greg Hunt has accused environmental activists of using litigation as often as possible to obstruct the approval process for mining projects. On 5 August 2015, the Federal Court of Australia set aside environmental approval for the Carmichael coal mine project in Queensland, to be developed by Indian company Adani. The litigant, the Mackay Conservation Group, is confident that the mine will not be built, but Hunt has vowed to issue a new approval as quickly as possible.
