Westpac suffers online banking outage with customers shut out of accounts

Westpac advised late on Monday evening that it was working to restore its mobile and online banking services following an outage that left customers unable to access their accounts. Westpac has attributed the outage which began at around 8pm to a ‘routine technology update’. Many people were unable to make payments via credit cards or mobile phone due to the outage, while others reported that they could log into Westpac’s platform but their accounts were missing. Some customers criticised Westpac for advising of the outage via social media rather than its website. Westpac had fully restored all affected services by 5.15am on Tuesday.

Shake-up in offing after response to ASX outage

The Australian Securities & Investments Commission has released its final report on a review of the ASX’s computer system failure on 19 September 2016. Amongst other things, ASIC has questioned the ASX’s decision to put the market on "enquire" mode rather than respond to a request from rival stock exchange operator Chi-X to shift it to "adjust" mode. ASX MD Dom­inic Stevens says ASIC’s recommendations are being considered and some actions have already been taken in response to the outage.

Australia’s 2016 Census had ‘significant and obvious oversights,’ report finds

A Senate economics committee has released a report which criticises the Australian Bureau of Statistics and IT group IBM over their handling of the "digital first" 2016 Census, which was hit by a series of denial of service attacks. Amongst other things, the ABS’s decision to retain confidential personal information came under scrutiny, as well as the limited tender process for choosing a technology supplier for the Census. The committee’s recommendations include adopting an open tender system for work associated with the next Census.

Census meltdown to cost $30m

The shutdown of the Australian Bureau of Statistics’ census website on 9 August 2016 will cost up to $A30 million. Chief statistician David Kalisch has told the Senate estimates committee that $A20m has already been spent. He expects the ABS to spend another $A10m. IBM stated in a submission to the committee that the website was ready to be reactivated within three hours but the actions of other organisations extended the delay to 40 hours.

Chi-X accuses ASX of freezing the market

ASX Limited has been accused of mismanaging an outage which occurred on 19 September 2016. The exchange operator put the market in "enquire" mode, thus preventing stockbrokers from cancelling their open orders on the ASX and executing them at rival exchange Chi-X Australia. John Fildes, the CEO of Chi-X, said the ASX should have put the market in "adjust" mode, which is less restrictive.

IT system fault floors ASX

Stock exchange operator ASX Limited has indicated that an "internal hardware failure" rather than a cyber attack was responsible for technical problems that curtailed sharemarket trading on 19 September 2016. The market opened later than usual and closed early, with just $A169m worth of shares in the top 200 stocks changing hands. The ASX has stressed that the problems were not related to the issues that disrupted trading for four hours in 2011.

The Australian Bureau of Statistics’ census website was accessible again on 11 August 2016, after being shut down for 40 hours due to a denial of service attack. It is estimated that about 2.3 million households have completed the census form to date, but the Federal Government requires at least 10 million households to do so in order for the census to be "statistically significant". Prime Minister Malcolm Turnbull has blamed the ABS and IT giant IBM for the census website’s failure.
