The NSW Independent Commission Against Corruption has heard evidence from senior public servant Chris Hanger. He has told the inquiry that in early 2017 he was asked to review the business case for a $5.5m upgrade of a shooting club in Wagga Wagga. The initial business case for the project had a benefit-to-cost ratio of less than one, which meant it could not be approved by Infrastructure NSW. Hanger told ICAC that an adviser to former deputy premier John Barilaro had asked him to review the business case; however, he believed that the request had come from Gladys Berejiklian, who had recently become the state’s premier. Hanger says he was not aware of her relationship with former Wagga Wagga MP Daryl Maguire at the time.

Zacharia Bentley was a policy adviser to former New South Wales premier Gladys Berejiklian in her previous role as the state’s treasurer. Documents submitted to the Independent Commission Against Corruption show that Bentley believed that Berejiklian had discussed a proposed $5.5m grant for the Australian Clay Target Association with her former lover, Daryl Maguire; it is one of two grants in his electorate of Wagga Wagga that are at the centre of ICAC’s investigation. Bentley has also revealed that he told ICAC investigators in April that the grant had been queried by Nigel Blunden, who was former premier Mike Baird’s strategy director when the grant was proposed. Meanwhile, the state government has agreed to pay all of Berejiklian’s legal costs arising from the ICAC inquiry.

The opening day of the Independent Commission Against Corruption’s investigation into former New South Wales premier Gladys Berejiklian heard evidence from Office of Sport director Michael Toohey. He was questioned about the fast-tracking of a government grant for the Australian Clay Target Association in the Wagga Wagga electorate of Berejiklian’s former lover Daryl Maguire. It is one of two grants that were approved in the electorate when Berejiklian was the state’s treasurer. Toohey told the inquiry that the intimate relations between Berejiklian and Maguire at the time clearly constituted a conflict of interest, and said the grant application would most likely have been subject to greater scrutiny if this relationship had been known.

Berejiklian is the state’s third premier to be forced to resign by the Independent Commission Against Corruption, after it announced that she would be investigated over a ‘breach of public trust’. Berejiklian’s relationship with disgraced former Liberal MP Daryl Maguire will come under scrutiny by ICAC. Berejiklian has criticised the timing of the investigation, given the COVID-19 pandemic, but says she had no choice but to resign. She will also exit state politics after 19 years in parliament.

Former MP Daryl Maguire tells ICAC he sought Gladys Berejiklian’s guidance on his debts

Disgraced former New South Wales Liberal MP Daryl Maguire has appeared before an Independent Commission Against Commission inquiry for a second day. Maguire told the inquiry that he had discussed a deal for the sale of land at Badgerys Creek in western Sydney with Premier Gladys Berejiklian, including the fact that his commission of about $1.5m would be sufficient to clear his debts. However, Maguire said he could not recall how much he had told Berejiklian about his debts. Maguire also admitted that he had assisted property developers to gain access to government ministers and public servants.

Berejiklian under pressure as former lover admits to cash for visas

New South Wales Premier Gladys Berejiklian is under growing pressure following the latest revelations at an Independent Commission Against Corruption inquiry. Disgraced former Liberal MP Daryl Maguire has told the inquiry that he had used his office in Parliament House for private business dealings. This included receiving large cash payments as part of a ‘cash for visas’ scheme that was operated by G8way International. Maguire was not questioned about his relationship with Berejiklian on his first day of evidence; Berejiklian has reiterated that she had no knowledge of his business dealings.

Shorten at Chinese fundraiser behind ICAC’s raid

The Independent Commission Against Corruption raided the Sydney headquarter of Labor’s New South Wales branch on 18 December. The raid is believed to relate to a Chinese Friends of Labor fundraising dinner that was held prior to the 2015 state election. Several federal Labor MPs were at the function, including Opposition Leader Bill Shorten. Chinese property developer Huang Xiangmo was also present at the dinner. He later attracted scrutiny over his links to former Labor senator Sam Dastyari. Property developers were banned from making donations to NSW political parties at the time of the dinner.

ICAC clears Sinodinos over corruption claims

The ICAC investigated claims of funds being fraudulently donated to the Liberal Party by Sydney Water, through Australian Water Holdings. The anti-corruption body stated that no public official was involved in the case.

New South Wales Premier Mike Baird intends to implement all the recommendations of an expert panel which examined the powers of the New South Wales Independent Commission Against Corruption (ICAC). Baird said on 11 August 2015 that a "robust" ICAC is needed to fight corruption in the state. The panel recommended to remove a restriction that limited ICAC’s investigative powers to cases where there was "improbity" by a public official.

Ex-Ausgrid worker ‘fudged the figures’

A former Ausgrid worker has allegedly manipulated some figures to help contractors win tenders from his company. The New South Wales Independent Commission Against Corruption was told on 22 January 2015 that the man received around $A300,000 in illegal payments from contactors, including Murray Civil Works and Bastow Civil Contractors
