The Victorian Government, if re-elected in late November 2014, will make changes to the law on criminal investigation powers of the police force. Greg Barns, a barrister and the spokesperson for the Australian Lawyers Alliance, has voiced concern at the proposal to make it legal to gain fingerprints and DNA samples from those "suspected" rather than "believed" to have committed an offence. Law Institute of Victoria criminal law section co-chair Sam Norton has also criticised planned new covert warrants that will let police search homes in secret

Victorian Attorney-General Robert Clark has reaffirmed the State Government’s determination to pursue outlaw motorcycle gangs, after recently enacting special legislation to deal with them. This is despite official data showing that just 0.36% of all suspects charged by Victoria Police during 2013 were "bikies", and for violent crimes the ratio was only 0.34%. The Opposition claims that the expensive focus on this small minority of offenders means crime rates overall are rising

Victorian Auditor-General John Doyle in 2013 noted that public hospitals were failing to document all cases of violence against their staff. Opposition Leader Daniel Andrews has now vowed to address the issue if elected to govern in November 2014. He made the pledge at the 26 June state delegates’ conference of the Australian Nursing Federation. Health Minister David Davis also spoke, and highlighted new laws that include mandatory minimum sentences for those attacking emergency services workers. The Australian Medical Association applauds the Australian Labor Party’s push for greater transparency on the problem
