The Australian Security Intelligence Organisation’s director-general Mike Burgess and Australian Federal Police Commissioner Reece Kershaw will jointly address the National Press Club on Wednesday. They will urge technology companies to work with law enforcement and intelligence agenies to combat the use of their platforms by criminals and extremists. They are particularly concerned about the use of end-to-end encryption services such as Facebook Messenger and Telegram to disseminate racist and other harmful information and ideologies. Burgess has also warned that artificial intelligence technology will facilitate national security threats such as espionage, foreign interference and radicalisation.

Home Affairs Minister Peter Dutton has expressed concern about Facebook’s proposal to introduce end-to-end encryption across its messaging platforms. Dutton has warned that fully encrypting Messenger and Instagram will facilitate the activities of terrorists and paedophiles. Dutton is seeking to introduce new laws aimed at cracking down on the so-called ‘dark web’; he contends that under current legislation it is almost impossible to investigate and identify people who use the dark web. Facebook-owned WhatsApp already uses end-to-end encryption.

Child protection groups have urged Facebook not to proceed with end-to-end encryption across Messenger and its other platforms. The groups state that introducing such encryption will lead to "more serious and sustained sexual abuse", and that Facebook should only proceed with the encryption if it adopts measures to scan for child abuse images and consents to share data with governments and child safety experts. Sonya Ryan, the CEO of the Carly Ryan Foundation, has described the potential impact of Facebook’s end-to-end encryption plans as "frightening".
