The Finkel energy review will be on the agenda for the Council of Australian Governments Energy Council meeting on 14 July. Australian Energy Market Operator CEO Audrey Zibelman has urged the nation’s energy ministers to endorse the Finkel review to enable appropriate action to be taken to ensure Australia’s energy security. Zibelman notes that the falling cost is prompting businesses, consumers and power companies to embrace renewable energy without the presence of a clean energy target.

Set energy target or feel price pain: gas boss

EnergyAustralia has urged the Federal Government to introduce a clean energy target within 12 months. This would allow the company to proceed with two gas-fired power stations in New South Wales. EnergyAustralia says the two plants would help offset the loss of the output from AGL Energy’s Liddell coal-fired power station, which is slated to close in 2022. However, EnergyAustralia warns that there is a limited time-frame to commence these projects, as gas-fired power stations typically take three years to build.

Council of Small Business of Australia CEO Peter Strong says many firms in the sector will collapse and jobs will be lost unless the Federal Government acts quickly on the Finkel review’s recommendations on energy policy. He says the Council of Australian Governments should hold an emergency meeting to discuss the findings of the review. Strong will release COSBOA’s energy policy on 20 June. The Small Business & Family Enterprise Ombudsman, Kate Carnell, has called for bipartisan political support for action on energy security.

The Australian Petroleum Production & Exploration Association says the Federal Government’s move to impose LNG export controls could increase the nation’s sovereign risk and discourage investment in exploration and production. APPEA and Resources Minister Matt Canavan have criticised state governments for restrictions on gas exploration, and APPEA estimates that there are sufficient untapped gas reserves in Victoria and New South Wales to meet demand for gas on the east coast for about 200 years.

Prime Minister Malcolm Turnbull recently signalled that the Federal Government is considering a proposal to build a gas pipeline linking Western Australia to the east coast. The transcontinental gas pipeline was mooted by former state premier Colin Barnett, but WA Mines Minister Bill Johnston says it would require other states to introduction policies requiring a certain proportion of gas to be reserved for domestic use. Johnston also says the State Government is open to discussions with the mining sector regarding the iron ore levy, although he has ruled out abolishing it.

Prime Minister Malcolm Turnbull says the focus of the nation’s energy policy must be on ensuring a reliable supply of low-cost energy. He has called for the abolition of state-based bans on coal-seam gas projects and argued that clean coal should be part of the nation’s energy mix. Turnbull has also stressed the need for investment in storage technology for renewable energy. Industry Minister Arthur Sinodinos has raised the possibility that the Clean Energy Finance Corporation could help finance the development of a clean-coal power station.

The International Energy Agency has agreed to provide its opinion on Australia’s power generation policy to the Finkel review of energy security. Fatih Birol, the head of the agency, said many countries have problems with intermittent supply of power from renewable sources but none of them experienced an event on the scale of the state-wide blackout which occurred in South Australia in September 2016.

Australia exposed on oil by Mid-East conflict

Original article by Cameron Stewart

The NRMA motorists’ lobbying body in New South Wales warns that the nation’s energy security is under threat by the rising level of fuel importation as well as the armed conflict in the Middle East. Director Graham Blight says the current stores of transport fuel are only three weeks’ worth or less, and the economy would be severely crippled if they were to be depleted. Some 90% of fuel is now being sourced from overseas, compared with just 60% in 2000
