Activists call for blanket cap on Qld LNG exports

The Australia Institute and the Lock The Gate Alliance are among the activist groups that have urged the federal governance to impose a cap on Queensland’s LNG exports. They contend that such a cap would put downward pressure on domestic gas prices. Another option that has been advocated by some activists is to amend the Australian Domestic Gas Security Mechanism to include a price trigger. The federal government is reviewing the ADGSM, which has not been utilised to date.

Gas producers face export curbs

Manufacturing Australia CEO Ben Eade says the federal government must impose LNG export controls due to the high cost of gas in the domestic market. Resources Minister Matt Canavan has signalled that the government may be open to triggering the Australian Domestic Gas Security Mechanism if domestic gas prices remain well above those in Asia. Manufacturers in the eastern states are currently paying more than $10 a gigajoule for gas, and Australian Competition & Consumer chairman Rod Sims has warned that many will be forced to close if gas prices do not fall.

Greens push to ban $25bn coal industry

Coal-fired power stations will be a key target of the Greens’ new climate policy, which will be released on 28 March. The Greens aim to ban both thermal coal mining and the use of coal to generate electricity, while it proposes to progressively reduce thermal coal export quotas with the goal of eventually phasing out an industry that is estimated to be worth about $25bn a year. The Coal Council of Australia has warned that up to 150,000 direct and indirect jobs could be at risk under the Greens’ policy.

Gas price plunge after exporters toe PM’s line

A new report shows that wholesale gas prices on the east coast have fallen by up to 50 per cent since the Federal Government flagged plans to impose LNG export controls in order to boost domestic gas supplies. The Australian Competition & Consumer Commission will release the second report on its investigation into the east coast gas market on 13 December. The report notes that rather than a forecast gas shortage of up to 107 petajoules in 2018, there is the potential for a surplus of around 20 petajoules as LNG producers redirect export volumes to the domestic market.

Gas exports ‘starve local firms, jobs’

The Federal Government will shortly decide whether to impose LNG export controls in response to concerns about a gas shortage in the domestic market. However, Australian Competition & Consumer Commission chairman Rod Sims has warned that few alternative options are available, and said local factories may close and shed staff if the Government fails to limit gas export volumes. Sims has also argued that energy sustainability, reliability and affordability are separate issues and each requires a different solution.

Shell chief expects gas export clampdown

Shell Australia chair Zoe Yujnovich says the Federal Government is likely to implement its Australian Domestic Gas Supply Mechanism in 2018. She forecasts that the Australian Energy Market Operator will announce a structural shortfall of gas in the next few weeks, although she adds that the ADGSM is unlikely to have much impact on Shell’s LNG exports. Yujnovich adds that there are indications of downward pressure on gas prices.

Canavan crisis is bad for Adani

Matt Canavan’s decision to step aside as Resources Minister over dual citizenship concerns could have implications for Adani’s proposed Carmichael coal mine. Canavan is a keen advocate of both coal and the Carmichael project, and he is highly likely to have approved a federal loan to Adani via the Northern Australia Infrastructure Facility. A final investment decision on the first stage of the Carmichael project is conditional on NAIF funding for the rail line component of the project. The question of whether the Australian Domestic Gas Security Mechanism will be triggered in 2018 is also uncertain after Canavan stood aside.

Resources Minister Matt Canavan has sought advice from regulatory agencies regarding the outlook for gas supply and demand. He has expressed disappointment with gas producers’ proposals to date for resolving the gas crisis on the east coast. Santos CEO Kevin Gallagher has urged greater co-operation between the gas industry and governments to encourage investment in new projects.

Exporter warning over gas shortfall

Resources Minister Matt Canavan will advise LNG exporters on 24 July 2017 that he may trigger the Australian Domestic Gas Security Mechanism in 2018. Doing so would mean the Federal Government is not confident that there is enough gas to meet domestic needs, and it would take appropriate steps to ensure this does not happen. Fatih Birol, the head of the International Energy Agency, wants Australian states that have imposed restrictions on conventional and unconventional gas exploration to reconsider their stance.

Santos export fears overdone, says Citigroup

Shares in Santos closed two per cent lower at $A2.98 on 20 June 2017, after the Federal Government committed to implementing the Australian Domestic Gas Security Mechanism. However, Citigroup believes that LNG export controls may have less near-term impact on Santos and its Gladstone LNG venture than has been forecast. Citigroup also suggests that the ADGSM may also prompt Santos and its partners in the project to develop new gas fields instead of sourcing gas from third parties.
