Coalition MPs may cross floor on NEG

The Coalition remains divided on the issue of the Federal Government’s national energy guarantee, after seven MPs opposed the policy at a joint partyroom meeting on 19 June. Former prime minister Tony Abbott has warned that some Coalition MPs could vote against the policy, and he has expressed concern that senior government ministers seem to be taking the partyroom for granted. Liberal MP Craig Kelly has expressed similar sentiments, and he has not ruled out crossing the floor when parliament votes on the NEG.

PM’s scheme an EIS by stealth

The Federal Government’s national energy guarantee is under scrutiny after a draft final report revealed that it will be similar to an emissions intensity scheme. The Coalition’s partyroom had rejected a proposal for an EIS when it was put forward by Energy Minister Josh Frydenberg in 2016. A member of the Energy Security Board has also conceded that the NEG will effectively be an EIS "by stealth" and that it will favour companies which invest in renewable energy. Finance Minister Mathias Cormann says the partyroom had fully endorsed the NEG.

Greens fire up climate row

Australian Greens leader Richard Di Natale has been criticised for suggesting that a cyclone in Darwin and recent bushfires in two states were due to the Federal Government’s policy on climate change. A total of 69 homes were destroyed in the New South Wales town of Tathra, and Prime Minister Malcolm Turnbull says it is inappropriate to politicise such events. Di Natale’s leadership is also under scrutiny in the wake of the Greens’ loss in the Batman by-election.

Australia’s emissions rise 5pc in two years

Australia will find it hard to meet its commitments under the Paris climate agreement, based on the latest figures on greenhouse gas emissions. Emissions have risen five per cent in the last two years, and are currently at 554 million tonnes of carbon dioxide per annum. This is tipped to rise to 570 million tonnes per annum by 2030 if measures such as new emission standards for cars and the federal government’s national energy guarantee are not imposed with suitable rigour. The farming and transport sectors are tipped to contribute the biggest increase in emissions in coming years, while the electricity sector is the largest contributor to greenhouse gas emissions.

Australia ‘must commit to one emission target’

The Australian Greens have welcomed the release of a Productivity Commission report which advocates the adoption of a carbon price. The commission has also recommended the introduction of a national renewable energy target rather than having separate state-based schemes. It argues that a national approach would make it easier for Australia to meet its emission reduction target under the Paris agreement and do more to encourage investment in new power generation.

ALP’s $200 power bill shock

Labor has stated that it will seek to have 50 per cent of electricity produced from renewable sources by 2030. It will also seek to reduce carbon emissions by 45 per cent. However, modelling by the Climate Change Authority has concluded that achieving its 50 per cent target would increase the average household’s power bill by $A200 a year, as well as requiring 17,000 megawatts of coal-fired power generation to be taken out of the National Electricity Market. Energy Minister Josh Frydenberg has claimed Labor is trying to conceal the cost of its energy policy.

Strong backing for energy plan

The Australian Energy Regulator will be responsible for ensuring that electricity retailers comply with carbon emission reduction targets under the Federal Government’s National Energy Guarantee. The new energy policy also requires electricity retailers to meet reliability standards. Business leaders are generally supportive of the policy, although the Opposition has some concerns about it, while some state governments are highly critical. Former prime minister Tony Abbott maintains that the energy policy should not include an emissions reduction target.

PM weighs expanding Direct Action

Australia is meant to achieve certain carbon emission reduction targets by 2030, but there are concerns that these targets will not be met without an appropriate mechanism in place. The Federal Government appears to have abandoned the Finkel Review’s proposed Clean Energy Target, while the Renewable Energy Target will end in 2020. There are suggestions that the government’s Direct Action scheme could be used as an alternative to the RET, although Australian Energy Council CEO Matthew Warren contends that it would have to be reconfigured in order to be viable.

Scale back Paris emissions commitment, reformers urge

The Federal Government ruled out withdrawing from the Paris climate change agreement in June, but Gary Banks of the Melbourne Institute and former government adviser Fred Hilmer say it should reduce back the nation’s commitment to the agreement. Banks, the former chairman of the Productivity Commission, has expressed concern about the likely economic impact of Australia’s renewable energy target. Banks and Hilmer have also questioned whether there has been adequate analysis and modelling of the Government’s energy policy.

Rethink on clean energy target

There appears to be a growing view within the Federal Government that a clean energy target, as recommended by Chief Scientist Alan Finkel, is no longer required. This is because the cost of renewable energy is falling more quickly than previously forecast, with the cost of battery technology expected to fall by more than 70 per cent in the period to 2030. Energy Minister Josh Frydenberg is expected to express these sentiments concerning the CET when he gives the keynote address at an energy summit.
