Opposition leader Bill Shorten has outlined some of the key policy areas that will be part of its 2019 election campaign. Amongst other things, Labor will legislate to overturn the Fair Work Commission’s penalty rate cuts and introduce a new regulatory regime for labour hire firms. Labor also intends to increase the highest marginal income tax rate by two per cent, abolish the Medicare rebate freeze and restore funding for schools and public hospital to the levels before the Coalition took office in 2013.

Victorian Health Minister Jill Hennessy claims that the Federal Government is trying to effectively recoup hundreds of millions of dollars of health funding that has already been spent by the states. Federal Health Minister Greg Hunt has asked the Independent Hospital Pricing Authority to review previous state health spending activity before the Federal Government enters into the next hospital funding arrangement with the states. Hunt says there are some abnormalities in health spending by state Labor governments that are of concern to him.

The issue of public hospital funding is under scrutiny, with the health policies of the Coalition and the Australian Labor Party only providing funding for the next four years. Professor Stephen Leeder notes that none of the major political parties have outlined a plan for sustainable funding of the public hospital system. Deloitte Access Economics’ Chris Richardson says Australia faces a "black hole" in hospital funding that will ultimately have to be addressed by the federal government rather than its state counterparts.
