Tim Wilson, Craig Kelly and Jason Falinski are among the Liberal MPs who argue that the federal government’s luxury car tax should be abolished, given that it was introduced to protect local car manufacturers. The tax on imported vehicles raised some $675m in 2018-19, and this is expected to rise to $750m by 2022-23. Motor Trades Association of Australia CEO Richard Dudley describes it as an "unconscionable tax" that should have been scrapped when local car manufacturing ceased in 2017.

The goods and services tax will apply to purchases of up to $A1,000 via overseas-based online marketplaces from 1 July. The Australian Taxation Office has signalled that it will use all of the tools at its disposal to ensure that multinational e-commerce groups comply with the new GST rules, including targeted audits and financial penalties. The ATO’s Tim Dyce says that about 3,200 international online marketplaces will have to be registered to collect and remit GST when the changes take effect.

The application of the goods and services tax to imported goods that cost less than $A1,000 has been delayed by 12 months, and will now take effect as from 1 July 2018. The measure has been welcomed by Australian retailers such as Harvey Norman, but slammed by online retail providers such as EBay and Amazon, which have threatened to prevent Australian consumers from using their portals if they were compelled to collect the GST.

GST revenue could rise by about $A1.7bn annually within five years after the Council of Australian Governments agreed to reduce the tax-exempt threshold for goods purchased from offshore websites from $A1,000 to just $A20. Australian Chamber of Commerce & Industry CEO Kate Carnell says the move will reduce the unfair advantage that online retailers based overseas enjoy at the expense of local retailers.

The Australian Government’s tax white paper will push the case for the goods and services tax threshold for imported goods to be lowered. Assistant Treasurer Josh Frydenberg notes that in recent years there has been a sharp increase in the volume of goods bought online from overseas that are priced below the tax threshold of $A1,000. Tax reform will need the support of the states, but Western Australia in particular is proving to be recalcitrant on the issue
