The Australian Competition & Consumer Commission will implement a mandatory revenue-sharing code of conduct for digital companies by July, after the federal government scrapped plans for a voluntary code. Google’s Australian MD Melanie Silva has rejected claims that it was "dragging its feet" in negotiations for a voluntary code, and that it will co-operate fully with the ACCC in developing the mandatory code. It has been suggested that news publishers could receive hundreds of millions of dollars in extra revenue under the code.

Catalano takes aim at irrelevant rules restricting rural TV

Antony Catalano contends that a rule which limits media companies to one TV broadcasting licence in a single market is "antiquated" and "completely outdated". He notes that the so-called ‘one-in-a-market rule’ does not apply to radio stations, newspapers or news websites. Catalano adds that he has discussed the issue with Communications Minister Paul Fletcher and is prepared to launch a campaign for reform via Australian Community Media if the federal government does not take action. Catalano and Alex Waislitz bought the regional newspaper business earlier in 2019.

Reforms to level media playing field

Traditional and digital media companies will be subject to the same regulatory regime under changes proposed by the federal government. Any reforms arising from the review of the regulatory regime are expected to be implemented in stages, as recommended by the Australian Competition & Consumer Commission in the final report of its Digital Platforms Inquiry. Potential reforms could include imposing local content obligation on subscription video-on-demand services and increasing the producer tax offset for TV shows.

Tech giants to face shake-up

The federal government’s official response to the final report on the Australian Competition & Consumer Commission’s inquiry into digital platforms will not be released until the end of 2019. However, the government is expected to endorse some of the ACCC’s key recommendations. Amongst other things, the ACCC has recommended greater scutiny of digital platforms’ use of news algorithms and how they use and store personal data. The ACCC’s final report will be released on 26 July, having been delivered to the government in June.

Fletcher flags new tax on Netflix

Communications Minister Paul Fletcher says the federal government may be open to accepting all of the recommendations of the Australian Competition & Consumer Commission’s final report on its inquiry into digital platforms. He adds that Australia would be prepared to act alone in regulating large technology companies, although he adds that global regulatory action is needed for a consistent policy approach. Fletcher has also flagged the possibility of imposing a levy on digital video streaming providers such as Netflix to offset traditional TV broadcasters’ loss of revenue.

Plan to silence enemies in media

Media lawyer Kevin Lynch says the Australian Greens’ communications policy appears to be targeting the party’s real or perceived enemies in the media sector. Amongst other things, the policy advocates an inquiry to address the issue of media concentration and the introduction of a public interest veto regarding acquisitions in the sector. Greens leader Richard Di Natale has also confirmed that the party’s proposal for new criminal laws on hate speech is aimed at the broader media industry rather than just the three broadcasters who have been named.

Social media chiefs get jail term warning

Social media companies and internet service providers will meet with Prime Minister Scott Morrison on 26 March. The meeting has been convened in the wake of the live-streaming of the Christchurch mosque shootings on Facebook. Morrison says the federal government will act if social media companies are not prepared to take steps to prevent the use of their platforms in a similar fashion. The threat of jail terms for social media executives who are not seen to be co-operating with the government on the issue has been raised.
