The issue of public hospital funding is under scrutiny, with the health policies of the Coalition and the Australian Labor Party only providing funding for the next four years. Professor Stephen Leeder notes that none of the major political parties have outlined a plan for sustainable funding of the public hospital system. Deloitte Access Economics’ Chris Richardson says Australia faces a "black hole" in hospital funding that will ultimately have to be addressed by the federal government rather than its state counterparts.

Labor’s $8b budget drag

The Federal Opposition estimates that its proposal to abolish the pharmaceutical co-payment will cost nearly $A1bn over four years. The co-payment was outlined in the Australian Government’s 2014 Budget but has been stalled in the Senate. The Opposition has now announced some $A8bn worth of election promises in the areas of health and education. Prime Minister Malcolm Turnbull has called on Opposition Leader Bill Shorten to outline how the Australian Labor Party will fund its spending promises, arguing that it cannot do so without tax increases.

Labor to end doctors’ pay freeze

The Australian Labor Party intends to scrap the freeze on the Medicare rebate for visits to a GP if it wins the federal election. The rebate was slated to remain at around $A38 until 2020, but Labor proposes to abolish it the start of 2017. Opposition Leader Bill Shorten has indicated that this policy will be partially funded by not proceeding with some of the company tax cuts that were outlined in the Federal Government’s May 2016 Budget.

Australian private health insurers must lodge submissions on the Federal Government’s review of the sector by 4 December 2015. Health insurers have proposed the introduction of a lifetime discount for people under the age of 30, in order to encourage a greater take-up rate among young people. Insurers are also concerned that the annual cost of medical devices and prostheses is significantly higher than it should be.

Coalition looks to insurance rebate tweak

The Australian Government may consider changes to the private health insurance rebate. Health Minister Sussan Ley says feedback from consumers shows that the introduction of means-testing for the rebate has resulted in higher out-of-pocket costs and forced some consumers to downgrade their insurance coverage. Income-based means-testing for the 30 per cent rebate was introduced by the former Australian Labor Party government.

Hockey tells states to lift GST income

The upcoming state and federal leaders’ summit will present an opportunity to pursue intergovernmental reform, according to Treasurer Joe Hockey. He will use a speech on 15 July 2015 to argue for changes to the GST and the transfer of full responsibility for schools and hospitals to the states. Hockey will also call for measures such as the abolition of inefficient state taxes and a reduction in the corporate tax and capital gains tax rates.

Ron Walker’s cancer drug crusade pays national dividends

The Australian Government will subside a cancer treatment that has been credited with saving the life of businessman Ron Walker. Keytruda will be added to the list of cancer drugs that are subsidised via the Pharmaceutical Benefits Scheme, which means cancer patients will pay at most just $A37.70 to access the drug. It would previously have cost some $A150,000 per year to be treated with Keytruda. Walker had lobbied the Government to subsidise the drug.

Make states fund health: PM’s office

A leaked green paper from the Department of Prime Minister & Cabinet outlines a number of potential options for reforms to the public hospital system. They include transferring all responsibility for funding and operating the public health system to the states and territories, establishing a system similar to the Medicare Benefits Schedule for public and private hospitals, and making health care entirely funded at federal level.

Ley rules out bulk-billing means test

Medicare rebate freeze to stay

Australian Medical Association president Brian Owler has backed the Federal Government’s decision to abandon its proposed Medicare co-payment. However, he says the decision to leave the Medicare rebate at its current level until 2018 should also be scrapped, arguing that it will reduce GPs’ income. Health Minister Susan Ley says the rebate freeze will also be reviewed, and has stressed the need for policies that help the Government to balance the Budget
