Adani Mining CEO Lucas Dow has called for the "demonisation" of its controversial Carmichael coal mining project in Queensland to end. Adani announced in the week ending 30 November that the project will finally go ahead, albeit on a much reduced scale, and that it will be self-funded. Dow says Adani accepts that some people are against the Carmichael project, but the debate about it proceeding or not should be based around facts, not "myths, half-truths and deceptions". He says Adani is sick of being used as a "political football".

India-based Adani will commence construction work on the Carmichael thermal coal project in Queensland’s Galilee Basin before the end of 2018. The mine and associated rail infrastructure is slated to cost less than $2bn, compared with initial expectations of $16.5bn. The scale of the project has been pared back from 60 million tonnes per annum to just 10 million in its first year, although this will gradually increase to 27.5 million tonnes. Queensland Resources Council CEO Ian Macfarlane says that up to five other coal projects in the basin could now proceed.

India-based Adani will start generating renewable energy in Australia later in 2018, when the first stage of its Rugby Run solar farm in Queensland begins operating. It is part of a push by the coal miner to have 1,500 megawatts of renewable energy capacity in Australia by 2022. Adani has indicated that it could invest in other renewables in Australia, such as pumped hydro and wind power, while it may also invest in renewable energy production in Western Australia. Rugby Run has a long-term supply contract with Alinta Energy.

Adani aims to finalising funding for the first stage of the $A16.5bn Carmichael coal project in December 2017. Adani still hopes to partially fill a $A3.3bn funding deficit via a concessional loan from the Northern Australia Infrastructure Facility. Resources Minister Matthew Canavan says the NAIF’s board is not expected to make a decision on the loan until the end of the year. Wood Mackenzie estimates that the thermal coal price will need to average $U82 per tonne – compared with $US74 at present – for the first stage of the Carmichael project to achieve a 15 per cent rate of return.

The Australian Greens has urged the federal and Queensland governments to reverse their approvals for Adani’s Carmichael thermal coal project. However, Adani Australia CEO Jeyakumar Janakaraj says the $A16bn project will increase India’s consumption of cleaner coal and help reduce poverty in the nation. Matt Canavan, the Minister for Northern Australia, adds that if the project does not go ahead India will simply source lower-quality coal from elsewhere.

The Land Court of Queensland has recommended that the State Government grant a mining lease to Adani for its proposed Carmichael coal mine. However, Land Court president Carmel MacDonald added that the mine’s approval should be subject to a number of conditions, and concluded that the economic benefits of the $A16.5bn project would be greater than its environmental impact. Environmentalists have sought to block the project.
