The travel costs of Australia’s political leaders has come under scrutiny in the wake of the expenses scandal that has embroiled Health Minister Sussan Ley. It has been revealed that Opposition Leader Bill Shorten claimed $A51,531 in travel expenses for himself and his family in the first half of 2016. In contrast, Prime Minister Malcolm Turnbull was reimbursed just $A14,441 in travel expenses during the period. Meanwhile, Turnbull is tipped to receive the findings of the inquiry into Ley’s travel expenses in coming days.

Former One Nation senator Rod Culleton has been formally disqualified from holding a seat in the upper house after a court ruled that he was an undischarged bankrupt. Culleton intends to challenge the ruling, arguing that he was not insolvent and a lawyers’ trust held sufficient funds to meet his debt obligations. Culleton was declared bankrupt over $A280,000 owed to businessman Dick Lester. His eligibility to contest the 2016 election is yet to be determined by the Court of Disputed Returns.

Some Coalition MPs expect that embattled Health Minister Sussan Ley will be forced to resign over the controversy regarding travel expenses. Ley’s future is uncertain after she was temporarily stood down from the ministry pending two separate inquiries into her use of travel expenses. Cabinet Secretary Arthur Sinodinos will assume responsibility for her portfolio until the inquiries are completed. The Opposition has called for Ley to be sacked, while a number of Coalition MPs believe that Prime Minister Malcolm Turnbull should pursue a ministerial reshuffle.

One Nation senator Rod Culleton has indicated that he will abstain from voting in the Senate while the constitutional validity of his election in July remains uncertain. Meanwhile, there has been speculation of a rift between Culleton and One Nation leader Pauline Hanson.

The Australian Government has become even more reliant on the support of Senate crossbenchers to pass its industrial relations bills. It will need eight crossbenchers to vote for the bills, with One Nation’s Rod Culleton advising that he will not vote in the upper house until uncertainty regarding the validity of his election is resolved. The issue will be referred to the High Court, which will also be asked to determine whether the election of Family First’s Bob Day was constitutionally valid. Day has resigned from the Senate, but the High Court’s ruling could determine with the party retains his seat.

The Australian Government is hopeful that all but one senate crossbencher, Jacqui Lambie, will be open to supporting its bills to reinstate the Australian Building & Construction Commission and establish a Registered Organisations Commission. However, some crossbenchers have a list of policies they want implemented in return for their support. Amongst other things, Nick Xenophon will press for imported building materials to be subject to local building standards and increased protection for whistleblowers, while David Leyonhjelm wants importation of the seven-shot Adler shotgun to be legalised.

National Party of Australia leader Barnaby Joyce has weighed into the debate on the proposed increase in Western Australia’s iron levy. Joyce says he supports policies aimed at promoting the growth of regional areas but stresses that the tax hike proposed by WA Nationals leader Brendon Grylls is not the answer. Grylls has responded by criticising Joyce for not supporting WA. Grylls wants to increase the iron ore levy from $A0.25 per tonne to $A5, in order to offset WA’s loss of GST revenue.
