Victoria’s outgoing Premier Daniel Andrews says he arrived at the decision to resign a few days ago, as he began to consider life after politics for the first time. He will formally step down as premier and the member for Mulgrave at 5pm on Wednesday, after more than two decades in state parliament and having led Labor to three election wins since 2014. Andrews says his legacy as premier will be "for others" to determine, but Opposition leader John Pesutto contends that his legacy will be mounting debt for future generations. Prime Minister Anthony Albanese has described Andrews as a man of "great conviction" and "fierce determination" to make a difference.

Allan no certainty to succeed Andrews

Victoria’s Deputy Premier Jacinta Allan is widely tipped to succeed Daniel Andrews as the state’s 49th premier. The transport and infrastructure minister is a member of Victorian Labor’s Socialist Left faction, as is Andrews. However, some Labor insiders have flagged the potential for factional unrest if rival contenders for the party’s leadership emerge. Labor’s caucus will meet on Wednesday to determine a successor to Andrews, but the party’s rules require nominations for leader to remain open for three days; the vote must go to a ballot of Labor members and state caucus if there is more than one nomination. This means that the new premier may not be decided until at least early next week.

Luke Donnellan resigned as Victoria’s Aged Care Minister on the first day of an Independent Broad-based Anti-corruption Commission inquiry, after he was named as being part of a Labor branch-stacking operation led by former minister Adem Somyurek. Donnellan is the fourth member of the state government to have resigned in connection to the branch-stacking scandal; Somyurek, Marlene Kairouz and Robin Scott were forced to resign in 2020 after the media exposed the scandal.

Victorian Premier Daniel Andrews has been criticised by some members of his own government over his treatment of former health minister Jenny Mikakos. One state Labor MP has described Daniels as a "tyrant" and a "dictator", after Mikakos resigned from both the health portfolio and parliament on 26 September. Mikakos said she cannot continue to serve in Andrews’ cabinet following his comments to the inquiry into the state’s hotel quarantine program. Amongst other things, Andrews said Mikakos was ‘accountable’ for the botched program. Martin Foley will take over the health portfolio.

Victorian Labor MP Adem Somyurek sacked, second minister quits amid explosive allegations

The Victorian government has referred former minister Adem Somyurek to the state’s Independent Broad-based Anti-Corruption Commission. Somyurek has denied the allegations of branch-stacking that prompted Premier Daniel Andrews to dismiss him from the ministry, and says he will seek a police investigation into recordings that were aired on ’60 Minutes’. Somyurek has also resigned as a member of Labor’s Victorian branch, pre-empting a move by Andrews to have him expelled. Robin Scott, a factional ally of Somyurek, has resigned as the state’s Assistant Treasurer over the scandal; there is speculation that consumer affairs minister Marlene Kairouz may also resign. It has been alleged that staff members of Scott and Kairouz were involved in the branch-stacking.

The Victorian Government has announced a ministerial reshuffle, with Wade Noonan replacing Lily D’Ambrosio in the resources portfolio. Australian Petroleum Production & Exploration Association CEO Malcolm Roberts has urged Noonan to end the state’s moratorium on coal seam gas exploration. D’Ambrosio will take on the energy, environment and climate change portfolios, which has prompted the Opposition to express concern about a potential conflict of interests.
