The ABC has declined to comment on reports that it is set to announce job cuts ahead of the public broadcaster’s restructuring that takes effect on 1 July. ABC MD David Anderson recently flagged the likelihood of job losses when the three existing divisions are scrapped in favour of two divisions focused on news and content. There is speculation that up to 100 jobs will be cut in the ABC’s biggest restructuring since 2017. The restructuring is part of the ABC’s transition to a digital-first model.

The Community & Public Sector Union has told its members that the ABC’s management had been made aware on "multiple occasions" that casual staff were being underpaid. The CPSU’s report notes amongst other things that the public broadcaster had breached the Fair Work Act and its own enterprise agreement by underpaying up to 2,500 casual employees. The ABC’s 2019 annual report notes that it has allocated more than $22m to compensating staff who were underpaid.

The ABC’s annual report shows that the public broadcaster booked an operating loss of $71.2m in 2017-18, compared with expectations of a $3.09m surplus. The loss has been attributed to factors such as $54.7m in redundancy costs and higher investment in local content. The annual report also shows that former MD Michelle Guthrie was paid $963,991 in 2017-18, an increase of 8.2 per cent. Ex-chairman Justin Milne was paid $187,213 in his first – and only – full year in the role.

Communications Minister Mitch Fifield has requested information on the scope and time frame of the ABC’s investigation into issues raised by former MD Michelle Guthrie before she was sacked. However, the ABC’s acting chair Kirstin Ferguson has told Fifield that it would be inappropriate for herself or any other board member to comment, as they could potentially be in breach of their fiduciary duty to act in the best interests of the public broadcaster. The ABC’s acting MD David Anderson will appear before the Senate estimates committee on 23 October.

The ABC will streamline its management structure and retrench up to 200 employees in plans that were unveiled by MD Michelle Guthrie on 7 March 2017. The number of divisions within the public broadcaster will be reduced from 14 to just eight, while the ABC intends to hire up to 80 employees in rural areas in a push to increase its national reach. Guthrie has also signalled that staff will be more accountable, while the costs savings will be invested in content.

The ABC’s new enterprises bargaining agreement has come under scrutiny, with some executives questioning whether the public broadcaster is required to comply with the Federal Government’s workplace bargaining policy. ABC chairman Jim Spigelman has told Australian Public Service Commissioner John Lloyd that the broadcaster’s board does not believe that it is required by law to comply with this policy. However, ABC MD Michelle Guthrie told Employment Minister Michaelia Cash in August that the EBA negotiations comply with government policy.

The Australian Subscription Television & Radio Association has criticised the Federal Government’s plan to allow more advertising on SBS. The public broadcaster will be able to show 10 minutes of ads per hour during prime time if the reforms proceed. Mark Pejic of MediaCom estimates that this will boost SBS’s revenue by $A198.7m over five years, largely at the expense of the free-to-air commercial networks
