Huawei hits back over security ban

Huawei Australia directors have refuted suggestions that the Chinese telco’s participation in the construction of a 5G wireless network raises national security concerns. They have written to federal MPs arguing that Huawei supplies equipment for the mobile networks of Optus, Vodafone and TPG, and they have warned that the company could potentially withdraw from Australia if it is excluded from the 5G project. Huawei has also dismissed concerns about its links to the Chinese government, stressing that it is a privately-owned company.

Huawei to be banned from 5G

Sources have indicated that Australia’s security and defence agencies have recommended against allowing Huawei to bid for contracts to build the nation’s 5G wireless networks. The Federal Government is expected to make a decision on the 5G contracts very soon, and Huawei has previously been excluded from providing equipment for the national broadband network due to national security concerns. The Chinese telco supplies equipment for the 4G networks of Optus and Vodafone, while Huawei’s John Lord recently noted that the company employs about 750 people in Australia.

Boral risks ban after ‘no’ code vote

Two-thirds of De Martin & Gasparini (DMG) employees have rejected a new enterprise bargaining agreement for the Boral subsidiary. The EBA has been revised to ensure compliance with the Federal Government’s new building code, and it removes a number of provisions that would not comply with the code. Companies with non-compliant codes may be ineligible to tender for federally-funded construction projects, and the outcome of the secret ballot at DMG may have implications for the broader Boral business.

ABCC bill could shut out companies

The Federal Government will not back down on its plan to make a national building code retrospective as part of its legislation to reinstate the Australian Building & Construction Commission. The code will apply to all enterprise agreements that have been made since 2014, and compliance with the code will be a condition of being granted federal construction contracts. However, some pattern bargaining agreements struck by the Construction, Forestry, Mining & Energy Union and the Electrical Trades Union in Victoria and Queensland would not comply with the proposed code.

PM plots possible sale of naval shipbuilder

The value of Adelaide-based ASC has risen significantly since the Federal Government announced that its shipyards will be used to build the nation’s new $A50bn submarine fleet. There is renewed speculation that the Government may consider privatising ASC, whose shipyards will also be used to build new naval frigates and patrol boats. Meanwhile, some estimates have suggested that building the submarines in Australia will increase the final cost by 30-40 per cent, although the Government believes that the cost can be reduced significantly by the time construction commences.

Adelaide-built submarines will cost more, Coalition concedes

The Australian Government’s decision to build a new $A50bn fleet of submarines in Adelaide will create 2,800 jobs in South Australia, including 1,100 direct jobs. RAND Corporation has estimated that building the 12 submarines overseas would have reduced the cost by 30-40 per cent, but notes that the cost will be reduced by having a continuous shipbuilding program. The submarine contract has been awarded to France-based DCNS, which edged out defence contractors from Japan and Germany.

Subs won’t be sunk by unions, says Premier

South Australian Premier Jay Weatherill has told the Federal Government that there are compelling reasons to award the contract to build a new submarine fleet to Adelaide-based ASC. He has noted in particular the harmonious relations with the three unions that have a presence on the site. They have agreed to keep industrial action to a minimum in order to increase the prospects of submarine work being awarded to ASC. Several offshore groups are also bidding for the contract.

Ban Transfield from detention centres: Greens

Transfield Services and Wilson Security were not properly accountable to the Department of Immigration and Border Protection in the running of a detention centre on Nauru, a Senate inquiry has found. It said the centre was not run well, prompting the Australian Greens to call for Transfield and Wilson to be dumped as providers of government services there. However, Transfield’s shares rose nine per cent to $A1.17 after the company reported its contract for running the Nauru centre as well as one on Manus Island had been renewed for five years.

Plan to save Australian shipbuilding industry

ASC, BAE Systems and Forgacs have begun shedding workers at their Australian shipyards in response to a lull in defence projects. The Federal Government has proposed a new strategy for the shipbuilding industry whereby new naval vessels will be continuously built over the next two decades, replacing older vessels as they are retired from service. Japan has a similar program for its submarine fleet

Telstra designs new deal for NBN

Telstra recently renegotiated its deal with NBN Co, the entity rolling out the national broadband network. It will still be worth $A11.2bn but involve different technology, due to the September 2013 election win of the Australian Government. The telco will also benefit from a separate move by NBN Co to award it half or more of the design and planning contracts for the infrastructure project, and some construction work. Pending confirmation by Communications Minister Malcolm Turnbull and Finance Minister Mathias Cormann, the agreements may be signed on 19 December 2014
