Call to cut red tape in bid to hasten projects

A new report from the Institute of Public Affairs advocates a range of measures aimed at reducing the compliance burden for the business sector. The report’s co-author, Daniel Wild, says the annual cost of red tape is $A176bn and a major overhaul of the regulatory regime is necessary. Amongst other things, the IPA report calls for sweeping changes to the approvals process for major projects and people who want to start their own business.

It was a ‘wake-up call’: CSIRO spent millions after Chinese data breach

The CSIRO’s annual report shows that it undertook an internal review of its IT security following a data breach that was first disclosed in late 2013. In November of that year, the Australian Federal Police began an investigation into the unnamed Chinese scientist who was at the centre of the suspected breach, after he failed to turn up for work and subsequently returned to China. CSIRO has since invested millions of dollars on upgrading its cyber security and information systems.

IPA advocates income tax power be given to states

The distribution of goods and services tax revenue between the states and territories continues to attract scrutiny. The Institute of Public Affairs has proposed the adoption of a system of "competitive federalism", whereby the states would be responsible for setting their own GST rate and retaining the revenue. IPA executive director John Roskam suggests that the states and territories could also be allowed to impose their own income taxes, but notes that they baulked at this when the idea was put forward by Prime Minister Malcolm Turnbull in 2016.

Australia’s first ever consumer-focused think tank, the Consumer Policy Research Centre (CPRC), was officially launched in late August with input from an expert panel consisting of Roy Morgan CEO Michele Levine; consumer behaviour specialist, Dr. Paul Harrison; and leading economist, Riki Polygenis. The CPRC is a not-for-profit consumer policy research centre focused on increasing transparency around consumer outcomes and experiences and supporting improvements in market practices in the interests of the consumer; improving access and effectiveness of dispute resolution and information and education in consumer decision making taking account of the impact of a world moving increasingly online. Is climate change man’s fault? That depends on your politics

The CSIRO has released the results of a survey which shows that almost 80 per cent of respondents agree that climate change is an issue and human activity is responsible for 62 per cent of the change in the climate. However, the survey also shows that more than 75 per cent of Australian Greens supporters and 59 per cent of Australian Labor Party voters believe that human activity is primarily responsible for climate change. In contrast, 52 per cent of Liberal Party voters and 42 per cent of National Party voters believe that climate change is a natural phenomenon.

Researchers cut at Ebola laboratory

The Australian Government’s May 2014 Budget contained funding cuts of $A111m over four years for the CSIRO research body. It has now been claimed by the CSIRO Staff Association that as many as eight researchers will be made redundant at its Australian Animal Health Laboratory. The facility in Geelong is the only one in the nation equipped to handle live samples of dangerous viruses such as ebola. The cuts are criticised by Australian Infectious Disease Research Centre director Mark Walker and Nobel Prize winner Peter Doherty. Kurt Zuelke, director of the Biosecurity Flagship at CSIRO, says research on the Hendra virus and avian influenza will remain unaffected
