Prime Minister Anthony Albanese will use a speech on Wednesday to emphasise that Australia’s destiny lies in the Asia-Pacific region. He will also tell ASEAN leaders that Australia is committed to working with them to ensure that the principles of sovereignty, territorial integrity, equality and independence are upheld. Albanese held meetings with the leaders of Thailand, Singapore, Indonesia and Timor Leste on the sidelines of the ASEAN summit in Melbourne on Tuesday. Singapore’s Prime Minister Lee Hsien Loong told Albanese that Australia’s future fleet of nuclear-powered submarines will be welcome to visit the Changi naval base. He also urged China to drop its remaining trade sanctions against Australia.

PM pledges $2b green energy fund

Prime Minister Anthony Albanese will announce on Tuesday that the federal government will establish a $2 billion finance facility to help fund green energy and infrastructure investment in South-East Asia. The facility is one of five recommendations by special envoy to South-East Asia Nicholas Moore that the government will adopt and announce on the sidelines of the ASEAN summit. Moore told the summit on Monday that South-East Asia will need an estimated 454 gigawatts of additional generation capacity between 2021 and 2050; he said that much of the extra capacity will need to come from renewable energy sources.

Australia commits 10 million vaccines to south-east Asia

Prime Minister Scott Morrison addressed the Association of South-east Asian Nations on Wednesday. He said that Australia will supply south-east Asian nations with 10 million doses of COVID-19 vaccines by mid-2022, in addition to the four million doses it has already provided. Morrison also advised that Australia will provide the region with $124m to address "complex and emerging challenges" such as terrorism and energy security. He also stressed that the AUKUS alliance – and Australia’s deal to acquire nuclear-powered submarines – will have no impact on Australia’s commitment to both ASEAN and nuclear non-proliferation.

What world’s biggest trade deal means to Australia

The 15-nation Regional Comprehensive Economic Partnership will account for about 29 per cent of global GDP. Shiro Armstrong, from the Australian National University’s East Asian Bureau of Economic Research, says the trade deal will generate ‘incremental’ economic gains for Australia. Sectors such as education, professional services and manufacturing are amongst those that are expected to benefit from the trade deal.

World’s largest trade pact an enormous victory: Morrison

The Regional Comprehensive Economic Partnership will come into effect in 2020, after the leaders of the 15 participating nations agreed to the terms of the trade deal at the East Asia Summit in Bangkok. The RCEP will comprise members of the Association of Southeast Asian Nations plus Japan, China, South Korea, New Zealand and Australia. Prime Minister Scott Morrison has welcomed finalisation of the trade deal and indicated that India could still join the RCEP at a later date. The trade deal will comprise about 30 per cent of global GDP.

Crackdown on terror funding

AUSTRAC and its fellow finance intelligence units within South East Asia are to share information in an attempt to clamp down on the funding of terrorism. Australian Justice Minister Michael Keenan will announce the formation of the Southeast Asia Counter-Terrorism Financing Working Group on 22 November, with Keenan noting that terrorists are capable of creating significant damage with just small sums of money. The 2002 Bali Bombings are said to be have been carried out with funding of less than $A100,000.
