States fear hospital funding clawback

Victorian Health Minister Jill Hennessy claims that the Federal Government is trying to effectively recoup hundreds of millions of dollars of health funding that has already been spent by the states. Federal Health Minister Greg Hunt has asked the Independent Hospital Pricing Authority to review previous state health spending activity before the Federal Government enters into the next hospital funding arrangement with the states. Hunt says there are some abnormalities in health spending by state Labor governments that are of concern to him.

Sims urges energy price competition

Australian Competition & Consumer Commission chairman Rod Sims says state governments have contributed to the spike in electricity prices over the last decade. He cites factors such as appeals against the Australian Energy Regulator’s decision to reduce electricity network tariffs, mergers between electricity retailers and generators, and high solar feed-in-tariffs. Sims has also called for measures to curb the market dominance of established electricity retailers, such as making it easier for more companies to enter the market.

Land tax plan to reboot market

New South Wales Finance Minister Dominic Perrottet has suggested that housing affordability could be improved if states replaced stamp duties with a land tax regime. He argues that phasing out stamp duty would encourage more people to sell their homes, particularly so-called empty nesters. It is estimated that stamp duty revenue in NSW will top $A8.7bn in 2016. However, the land tax proposal has been rejected by several other state treasurers. The issue of housing affordability is also on the Federal Government’s agenda.

An SMS Morgan Poll on State voting intention, which was carried out from 25-28 March 2016, has found that support for Queensland’s ALP Government has risen by four per cent to 52 per cent on a two-party preferred basis. The poll also shows that Premier Annastacia Palaszczuk’s rating as "Better Premier" has risen by two per cent to 63.5 per cent. In New South Wales, support for the L-NP Government has fallen by 4.5 per cent to 55.5 per cent on a two-party preferred basis, while Mike Baird’s rating as "Better Premier" has fallen by 7.5 per cent to 64.5 per cent. In Victoria, support for the ALP Government has risen by 1.5 per cent to 55 per cent on a two-party preferred basis, while Daniel Andrews’ rating as "Better Premier" has risen by 0.5 per cent to 63 per cent.

An SMS Morgan Poll on State voting intention, which was carried out from 4-6 December 2015, has found that support for South Australia’s L-NP Opposition has risen by three per cent to 54 per cent on a two-party preferred basis. Meanwhile, 18 per cent of the state’s electors support the new Nick Xenophon Team (NXT) party, which has been included in the Morgan Poll State voting intention survey for the first time. In Victoria, support for the ALP Government on a two-party preferred basis has fallen by two per cent to 53.5, while support for the L-NP Government in New South Wales is unchanged at 60.5 per cent.

The poll, which was carried out from 9-15 October, also shows that Premier Mike Baird’s rating as "Better Premier" has risen by 2.5 per cent to 74.5 per cent. In Victoria, support for the Australian Labor Party Government has fallen by 1.5 per cent to 55.5 per cent on a two-party preferred basis, while Daniel Andrews’ rating as "Better Premier" has risen by 2.5 per cent to 63.5 per cent.

Labor splits over GST increase

It is estimated that lifting the GST rate from 10 per cent to 15 per cent would increase annual revenue by about $A30bn. South Australian Premier Jay Weatherill and Australian Capital Territory Chief Minister Andrew Barr have indicated that they would consider the reform, with the latter saying his support would be conditional on the payment of sufficient compensation. Victoria and Queensland are the only Australian Labor Party-led state governments that remain firmly opposed to increasing the GST.

Federal tax reform labelled a ploy to force GST increase

The Australian Chamber of Commerce & Industry supports a proposal to permit the states to introduce income taxes and set their own tax rates. It is one of the proposed measures outlined in a green paper on federation reform. The paper also proposes shifting responsibility for funding of schools and hospitals to the states. Victorian Premier Tim Pallas argues that this measure is aimed at persuading the states to support an increase in the scope or rate of the GST.
