Brokers confident of smooth shift to two-day settlements

Australia’s equities and debt markets are set to adopt a two-day settlement cycle on 7 March 2016. The ASX says that more than 100 market participants have indicated that they are prepared for the so-called T+2 system, which has been in test mode since August 2015. The New Zealand Exchange is also slated to make the transition on 7 March, while key Asian markets have either adopted T+2 or are planning to do so.

Big business will have to pay for ASIC

The Australian Securities & Investments Commission would be funded by a user-pays system under a plan proposed by the Federal Government. Big business, banks and the financial services sector would carry the biggest burden under the plan, with a maximum levy of $A320,000 a year on companies with a market capitalisation of more than $A15 billion. A discussion paper to be released by Assistant Treasurer Josh Frydenberg sets a deadline of 9 October 2015 for submissions.

Strong start to year buoys optimism

Data from IRESS shows that equity trading volumes on the Australian Securities Exchange and Chi-X Australia have totalled around $A1.5bn so far in 2015. This compares with about $A1.2bn for the same period in 2014. Bruce Rolph of Citigroup expects trading volumes to remain strong in the second half of the calendar year, citing factors such as the potential for greater mergers and acquisitions activity and the August reporting season.

ASX warns on open clearing

The Australian Government is likely to make a decision on the future of ASX Limited’s monopoly on the clearing of cash equities by July 2015. ASX CEO Elmer Funke Kupper has warned that allowing competition in cash equities clearing would make it more difficult to manage defaults by stockbrokers. He notes that rival clearing houses would have to close a firm’s options trading positions immediately rather than pursuing alternatives that are open to the ASX.

Chi-X issues new challenge to ASX

Stock exchange operator Chi-X Australia will begin offering warrants trading later in 2015, entering a market that has been shunned in recent years. Chi-X CEO John Fildes notes that just one company currently issues warrants in Australia, and blames ASX Limited’s high fees. Chi-X also plans to allow equities to be traded for an additional eight minutes after the official close of trading, while it will begin offering exchange-traded funds in 2016.

Scrap 15pc ownership cap: Funke Kupper

ASX Limited has reported a profit rise of 4.7 per cent for the first half of 2014-15. ASX CEO Elmer Funke Kupper said on 12 February 2015 that the stock exchange operator’s ownership cap of 15 per cent is no longer needed and should be removed. Fewer, bigger trades block HFT growth

Australian stock exchange operator ASX has issued its trading data for December 2014, showing the first drop in the number of equity trades during a half-year since 2001. At the same time, the average value of each transaction rose 4% to $A5,663, bucking a trend caused mainly by the rise of automated high-frequency trading (HFT). Matt Williams, equities head at the Perpetual fund management firm that is the largest individual investor in ASX, says it appears that HFT is finding its "natural level". In Australia it accounts for just over a third of all trades, compared with twice that ratio in the US
