Optus recently created the new role of vice-president of television, content and product development, recruiting Seven West Media executive Clive Dickens for the role. The role reflects the increased importance of video content to the telco, with drama and entertainment likely to be the next elements of its content strategy. CEO Allen Lew says content is one way by which Optus can differentiate itself from rival telcos.

Free TV Australia CEO Bridget Fair has criticised the federal government’s failure to relax the content requirements of traditional broadcasters after nearly six years in office. She was responding to its decision to allow streaming video companies to access tax offsets for content that is filmed in Australia. Traditional broadcasters remain subject to quotas for content such as children’s programs and adult dramas. Fair contends that such quotas do not reflect changes in viewing habits.

Violent net video ban faces review

Both sides of politics have committed to a parliamentary review of the Sharing of Abhorrent Violent Material legislation after the federal election. Alliance for Journalists’ Freedom co-founder Peter Greste warns that although the legislation provides defences for legitimate journalism, it will still require media organisations to defend themselves in court. He adds that cash-strapped newsrooms are now less likely to do so than in the past. The legislation was introduced in response to the live-streaming of the Christchurch mosque shootings on social media.

Apple TV+ targets market of over 17 million Aussies

Research by Roy Morgan shows that the potential market for the Apple TV+ streaming video service is huge, given that over 17 million Australians aged 14+ (83.4%) currently access streaming video services or own Apple-branded devices. This includes 14.7 million Australians (71.8%) who already use streaming video services such as Netflix, Stan, ABC iView and others who would be interested in the Apple TV+ streaming service, as well as nearly 11.7 million Australians (57%) who own Apple devices. Analysing this potential market by Generation shows the biggest potential for Apple TV+ is with the 4.6 million Millennials who use streaming services or use an Apple device capable of streaming. This is closely followed by the over 4 million members of Gen Z and just under 4 million members of Gen X who use streaming services or use an Apple device capable of streaming.

Violent content bill could criminalise journalism

Legislation targeting social media companies for failing to remove violent content from their platforms is expected to be passed by the House of Representatives on 4 April. It was endorsed by the Senate on 3 April. Media industry executives have expressed concern that the proposed laws could extend beyond social media and impose criminal sanctions on traditional media companies for news reports that are broadcast on TV or on their websites. Attorney-General Christian Porter has stressed that the bill will only apply to video or audio content that is supplied by the perpetrator of a crime or terrorist attack.

Warning on knee-jerk social media legislation

Law Council of Australia president Arthur Moses has accused the federal government of a "knee jerk" response to the Christchurch mosque shootings. The government plans to introduce legislation that would see social media companies punished for not removing violent videos from their platforms, with the Christchurch attacks having been live-streamed by the alleged shooter. Moses says the government should have looked at banning hate speech on social media, which he contends is what causes people to commit such attacks in the first place.

Brian Han of Morningstar estimates that market penetration of subscription video-on-demand services in Australia is probably still below 50 per cent, although he says this will grow. Apple and Disney are expected to launch SVOD services in Australia, but Stan CEO Mike Sneesby says any new entrants to the market will need to make a big investment in content if they are to compete against established players. Sneesby adds that Stan boasts 1.5 million active subscribers.

Morrison includes telcos in social media crackdown

The federal government will meet with representatives of ISPs and digital platforms on 26 March to discuss measures to prevent the distribution of objectionable content. Social media companies have come under scrutiny after their platforms were used to live-stream the Christchurch mosque shootings, and they were initially expected to be the focus of the government’s talks. However, representatives of Telstra, Optus and Vodafone will also attend the meeting in Brisbane. The telcos have announced that they will block access to footage of the mosque attacks.

Push to curb social giants like traditional media

Sacha Molitorisz of the Centre for Media Transition says digital platforms should be subject to the same regulation as traditional media companies with regard to the distribution of objectionable content. He supports the Australian Competition & Consumer Commission’s proposal for a single media regulator. Netflix surges beyond 11 million users in Australia

A Roy Morgan Single Source survey shows that nearly 14 million Australians aged 14+ now have access to some form of Pay TV/Subscription TV, up 11.8% on a year ago. Netflix has continued to lead the growth of Subscription Video on Demand services, with over 11.2 million Australians having a Netflix subscription in their household in the three months to February 2019, up by 25.2% on a year ago. Meanwhile, Stan is now accessible by over 2.6 million Australians, up 45.2% on a year ago. YouTube Premium (formerly YouTube Red) now has over 1.2 million users, up 31.9% on a year ago, and Fetch now has nearly 760,000 users, up by 9% on a year ago. However, the largest increase was for Amazon Prime Video, which more than doubled its user base over the last year, to over 570,000.
