The federal government has released tender documents for the appointment of an event manager to handle the COP31 climate change summit in 2026, even though the host nation has yet to be decided. The government’s advance planning for the summit envisions that it will be attended by more than 52,000 people, and will be bigger and more complex than any event that Australia has hosted in the past. However, Turkey remains reluctant to withdraw its rival bid to host COP31, and senior Labor figures have conceded that this makes it increasingly likely that Labor’s bid will fail.

Australia and Turkey are competing to host the COP31 climate summit in 2026, with a decision set to be made in coming months. Prime Minister Anthony Albanese has publicly backed the South Australian government’s push for Adelaide to be the host city. Premier Peter Malinauskas says COP31 would give his state a major economic boost, and the SA Business Chamber’s CEO Andrew Kay says its members support the government’s bid. However, the federal Coalition intends to withdraw Australia’s bid for COP31 if it wins the election on 3 May; Opposition Leader Peter Dutton recently contended that hosting the event is not appropriate during a cost-of-living crisis.

Warning to NATO on China-Russia pact

Prime Minister Anthony Albanese and his counterparts from South Korea, Japan and India make up a special Indo-Pacific delegation that are attending the NATO summit in Madrid. Albanese says that the summit is being held in the context of democratic nations standing up for Ukraine as it continues to resist Russia’s invasion, while he says China’s ‘no limits’ pact with Russia means that NATO is required to focus on a broader threat than just Russia. A senior NATO official has indicated that it does not view China, like Russia, as an adversary, but as "a challenge" that needs to be constantly managed.

PM urges G20 to call crisis meeting

India and Australia are among the countries calling for an urgent meeting of the Group of 20 nations to better co-ordinate the world’s response to the coronavirus. The next G20 leaders’ summit is not due to be held until November. Prime Minister Scott Morrison says that as well as needing to hold a meeting of G20 leaders soon, there needs to be another meeting of the G20 finance ministers given the subsequent economic deterioration since the last one was held less than a month ago. He said any meeting would need to be held by videoconference, given the current travel bans.

Trump to abandon climate deal

US President Donald Trump has advised via Twitter that he will decide whether to commit to the Paris Agreement on climate change in the next week. However, some news agencies have reported that Trump has told several confidants that the US will withdraw from the agreement. Meanwhile, the Group of Seven summit meeting in Italy has issued a statement in which member nations agreed to combat protectionism and unfair trade practices. The G7 nations also condemned North Korea’s missile tests and warned that the outlook for the global economy remains uncertain.
