Pay TV exemption for gambling ads riles rival broadcasters

Free-to-air TV networks have urged the Federal Government to ensure a level playing field regarding its a ban on gambling advertisements during live sports broadcasts. The Australian Subscription Television & Radio Association wants an exemption from the ban for pay-TV sports channels that have low ratings, arguing that they are mainly watched by adults. The proposed exemption, which is outlined in ASTRA’s new draft code of practice for pay-TV, is also opposed by the Greens, the Nick Xenophon Team and Responsible Wagering Australia.

TV networks seek clarity over postal survey ads

Free TV Australia wants the Australian Communications & Media Authority to provide advertisers with clarification regarding the rules on broadcasting ads with political content during the postal plebiscite on same-sex marriage. This follows a recent controversy over the lobby group’s move to ban a Father’s Day ad because its lack of a "political authorisation" tag was a breach of broadcasting rules.

Reform package boosts shares

The Federal Government’s latest media reform proposals prompted a rally in the share prices of listed media groups on 8 May 2017. In addition to abolishing the "reach rule" and the "two out of three rule", the Government plan to replace TV broadcasting licence fees with an annual spectrum fee and ban gambling advertisements during live sports broadcasts prior to 8:30pm. Macquarie Group says the proposed reforms are positive for TV networks.

Government considering $100m TV licence fee cuts

The Australian Government’s May 2017 Budget may include broadcasting licence fee relief for free-to-air TV networks. Options that are said to be under consideration include abolishing the existing revenue-based licence fee or replacing it with a flat fee. The licence fee reforms are intended to offset the impact of a proposed ban on gambling advertisements during live sports broadcasts. The anti-siphoning list may also be revised to compensate pay-TV groups for the loss of gambling ad revenue.

Changes to the anti-siphoning list for sports and a reduction in TV broadcasting licence fees are expected to be included in the Australian Government’s revised cross-media ownership reform bill. The Government hopes to gain the support of independent senator Nick Xenophon for its media bill, while it is also seeking to ban gambling advertisements during live sports broadcasts. The proposed media reforms are expected to be included in the May 2017 Budget.

Sport betting ads to be banned ‘siren to siren’

The Coalition of Major Professional & Participation Sports’ executive director Malcolm Speed has warned that a proposed ban on gambling advertisements during live sports broadcasts could affect the value of media rights deals. He adds that restrictions are already in place and further regulation will ultimately affect funding for sports at "grassroots" level. Federal Cabinet ministers are expected to approve the ban in late April 2017. Senator Nick Xenophon says the new regulations should be accompanied by a reduction in broadcasting licence fees.

Standard Media Index data shows that the gambling industry spend some $A63m on TV advertising in the first half of 2016, which represents year-on-year growth of nearly 20 per cent. Ban on betting ads would be draconian: Seven West boss

It is estimated that bookmakers spent about $A150m on advertising during television broadcasts of sports events. Seven West Media CEO Tim Worner says a proposed ban is "draconian" and unnecessary, adding that Seven already has stricter internal rules on the issue than required by the advertising code. Sportsbet and CrownBet say they would agree to reduce their advertising during sports telecasts, but they oppose the blanket ban that is being advocated by crossbenchers Nick Xenophon and Andrew Wilkie.

Junk food classified healthy and then advertised on TV

Australian Communications & Media Authority rules ban companies from advertising unhealthy food during children’s TV programs in certain time slots. However new Cancer Council New South Wales data show that under the self-classification of food products by signatories to the voluntary Responsible Children’s Marketing Initiative, many snack items are simply treated as if they were healthy. If applying the Food Standards Australia New Zealand nutrient profiling, close to two thirds of all advertisements are in fact for unhealthy foods
