Australia’s commercial free-to-air networks have argued that the growing range of viewing options means the quota system for children’s programming is no longer appropriate. The networks’ submissions to the Federal Government’s arts inquiry noted that children are spending less time watching TV content on free-to-air, citing factors such as the emergence of streaming services and growing viewership of ABC channels among young audiences.

Data from Roy Morgan Research shows that around 2.27 million Australian households had a Netflix subscription in December 2016. Some 428,000 homes have a Stan subscription, while about 151,000 homes use Presto. The figures also show that 2.42 million homes have a Foxtel subscription and 200,000 homes use FetchTV. Roy Morgan CEO Michele Levine notes that despite the growing use of subscription video-on-demand services, traditional free-to-air TV remains the main source of video content for Australian consumers.

The five-day festival will commence on 7 February 2017, and the Ten Network will broadcast the 16 finalist films on channel Eleven. The Ten Network’s remuneration report was rejected by 17.06 per cent of votes cast at the 2016 AGM. Ten is lobbying the Federal Government for a further reduction in TV broadcasting licence fees, but chairman David Gordon concedes that these efforts have had limited effect to date. Ten director Andrew Robb, who stepped down as trade minister earlier in 2016, says both major political parties recognise that local networks pay higher licence fees than their overseas peers. He adds that the government’s fiscal problems may be delaying reform.

Fairfax, Nine plan to bypass laws

Fairfax Media and Nine Entertainment Company are said to have held further talks regarding potential asset sales, although they are not believed to be close to finalising a deal. Several options are believed to be under consideration in order to avoid any such deal being blocked due to the "two-out-of-three" rule. The Federal Opposition and the Australian Greens oppose abolishing the rule, while some media groups regard a further reduction in TV broadcasting licence fees as a higher priority than changes to cross-media ownership laws.
