Sixty-two people were arrested during violent protests in Melbourne on 21 September, in response to the Victorian government’s mandatory COVID-19 vaccination policy for construction workers and a two-week shutdown of the sector. An estimated 2,000 people participated in the protest, including construction workers, tradespeople and unionists, while there have been claims that the demonstration had been infiltrated by far-right activists and anti-vaxxers. Further protests are expected in coming days. Meanwhile, the state government has revised downward the number of COVID-19 cases linked to the construction sector since early August from 403 to just 337. This includes 239 cases that are linked to construction sites in metropolitan Melbourne.

Andrews abandons zero hopes as cases soar

Victoria has recorded 120 new locally-acquired COVID-19 cases in the last 24 hours; only 20 were self-isolating for the entire period in which they were infectious, while there are 56 new mystery cases. The state government has formally abandoned its ‘Covid-zero’ strategy, and Premier Daniel Andrews says the focus has shifted to reducing the spread of COVID-19 until vaccination targets are reached. This means lockdown restrictions in Melbourne will not be eased until about 23 September, when 70 per cent of eligible Victorians are expected to have had at least one vaccine dose. Andrews adds that some form of lockdown will remain in place until at least the end of October, when the proportion of Victorians who are fully vaccinated is slated to reach 70 per cent. However, he has flagged an easing of lockdown restrictions in most regional areas in the next week.

Victoria records two COVID-19 deaths ahead of modest easing of restrictions

Victoria has recorded 76 new locally-acquired COVID-19 cases in the last 24 hours, including 31 mystery cases. The state has also recorded its first COVID-19 deaths since 30 November, a woman in her 60s and a 49-year-old woman; it is not yet known whether they had been vaccinated or had underlying health conditions. Meanwhile, the state government is expected to relax some lockdown restrictions after conceding that its ‘COVID-zero’ strategy is no longer feasible. However, Premier Daniel Andrews says the aim will to get daily case numbers to as close to zero as possible to avoid overwhelming the hospital system. The state has 841 active cases, including 52 in hospital.

Melbourne heading in right direction but lockdown extension likely

Victoria has recorded 20 new locally-acquired COVID-19 cases in the last 24 hours; only five had been self-isolating while they were infectious, while 10 of the new cases have been linked to a shopping centre in Caroline Springs. Meanwhile, the state government is expected to extend Melbourne’s current lockdown beyond the scheduled end date of 12 August, amid concern about rising case numbers in the western suburbs. University of South Australia epidemiologist Adrian Esterman contends that the restrictions should not be relaxed until daily case numbers are in single digits. He says the four-day average of the current outbreak is still rising and is unlikely to peak for another 2-3 days.

Gutted Andrews demands more vaccines, says snap lockdowns new normal

Victorian Premier Daniel Andrews has defended the state’s seven-day state-wide COVID-19 lockdown, which began at 8pm on 5 August and comes just nine days after the last one ended. Andrews contends that without swift action the state would have been looking at a much longer lockdown, given that the vaccination target of 80 per cent of the population is unlikely to be reached until late in 2021. Victoria has recorded eight new locally-acquired cases in the last 24 hours, although two were reported late in the day and will be included in the case numbers for 6 August. There are now 82 COVID-19 cases in Victoria. Meanwhile, the state government will request additional doses of the Pfizer vaccine from its federal counterpart.

Victorian restrictions to stay until most have been vaccinated

Victoria’s 12-day COVID-19 lockdown ended at 11.59pm on 27 July, although "lockdown lite" restrictions will remain in place for at least two weeks. Amongst other things, the 5km travel limit has been scrapped, schools and gyms will reopen and Victorians will be allowed to leave their home for any reason; however, households will continue to be banned from having visitors and face masks will remain compulsory in all public places. Premier Daniel Andrews has warned that some restrictions – and the potential for further lockdowns – can be expected until the majority of Victorians have been vaccinated; about 40.48 per cent of Victorians aged 16+ have received one dose, while 16.98 per cent are fully vaccinated. Victoria has recorded 10 new locally acquired COVID-19 cases in the last 24 hours, but they had all been self-isolating while they were infectious.

Andrews extends lockdown, tightens Sydney border rules

Victoria has recorded 13 new locally-acquired COVID-19 cases in the last 24 hours, including one mystery case. Four of the new cases were active in the community while they were infectious. The state government has responded by extending the state-wide lockdown by another seven days; it is now slated to end at 11.59pm on 27 July, although health experts caution that this will depend on the case load at the time. The government has also closed its borders to all travellers from New South Wales and the ACT for two weeks, including Victorian residents who are not deemed to be authorised workers or qualify for an exemption on compassionate grounds.

He tested positive after returning home from Melbourne, where he attended an AFL match at the MCG; it is the regional city’s first COVID-19 in more than a year. Meanwhile, the Victorian government is expected to extend the state-wide lockdown until Friday at the earliest, amid concern about a number of potential ‘super-spreading’ exposure sites. Premier Daniel Andrews has ruled out any changes to lockdown restrictions in regional areas, saying the Mildura case shows how quickly the coronavirus can spread. There are currently 60 active locally-acquired cases in Victoria.

Andrews tax a $7bn hit to the economy

Matthew Kandelaars, the CEO of the Urban Development Institute of Australia’s Victorian branch, has called for an urgent review of the state government’s proposed ‘windfall gains tax’ on property developers. Modelling undertaken on behalf of UDIA Victoria suggests that the rezoning tax will reduce state ­economic output by $7bn and result in the loss of 20,000 direct jobs, while at least 6,700 dwellings will not be built if the Budget measure goes ahead. UDIA Victoria has proposed an alternative model for the rezoning tax.

‘Heartbreaking’: Grand Prix cancelled again

The COVID-19 pandemic has forced the Victorian government to cancel the Australian Formula One Grand Prix for a second year. The 2021 race had already been rescheduled from March to November; the government has attributed its cancellation to factors such as the pace of the national vaccination rollout and a recent decision to slash the weekly cap on international arrivals. The logistics involved in the mandatory 14-day quarantine period for drivers and support teams is also said to have contributed to the Grand Prix’s cancellation. The Phillip Island round of the MotoGP world championship will also not be staged in 2021.
