A Victorian government spokesperson has advised that Premier Jacinta Allan will head a five-day trade mission to China in mid-September. Allan will meet with Chinese politicians and business leaders, and the talks will focus on issues such as trade, education, tourism and innovation. She will be accompanied by a junior minister, as well as four Labor backbenchers whose electorate have a large number of Chinese-Australian voters. Prime Minister Anthony Albanese and Chinese President Xi Jinping discussed a range of issues during their meeting in Beijing on Tuesday, including the Chinese navy’s live-fire drills in the Tasman Sea earlier this year. Albanese acknowledged that the Chinese vessels had been operating in international waters when they carried out the drills and subsequently circumnavigated Australia; however, he asked China to provide more notice of future drills near Australian waters. Xi responded by stating that China’s naval forces will conduct exercises "wherever they want" in international waters. Albanese also agreed to a review of the China-Australia free-trade agreement, which took effect a decade ago. Landbridge Group’s lease over the Port of Darwin and Australia’s ban on Chinese investment in critical infrastructure were not raised.

Prime Minister Anthony Albanese has indicated that he will raise issues such as human rights and China’s growing presence in the South China Sea during his upcoming official visit to Beijing and Shanghai. The family of Chinese-Australian writer Yang Hengjun has urged Albanese to also raise his case with Chinese officials. Yang has been detained in China for nearly five years without receiving an official verdict on alleged espionage offences. Yang’s two sons are concerned that he will die from medical neglect if he is not released soon. Journalist Cheng Lei recently returned to Melbourne after three years’ detention in China on similar charges.

Prime Minister Anthony Albanese has defended his hectic overseas travel schedule, arguing that personally engaging with world leaders is critical at a time of significant economic and security shocks. Albanese has come under scrutiny over his international travel itenary amid the domestic cost-of-living crisis, a high inflation rate and rising oil prices. Albanese recently returned from his first official visit to the US, while his upcoming trip to China will be the first by an Australian prime minister since 2016. Albanese used a speech on his final day in Washington to emphasise the need to engage with China and to develop understanding, given that the nation accounts for 25 per cent of Australia’s exports. Albanese will also attend the Pacific Islands Forum and the APEC summit in coming weeks.

Foreign Minister Penny Wong is the first federal government minister to visit China since 2019. Her meeting with Chinese counterpart Wang Yi on Wednesday will coincide with the 50th anniversary of diplomatic relations between the two countries. Wong has downplayed expectations that her visit to China will result in an improvement in the strained relations between the two nations, noting that many of the hard issues will take time to resolve in Australia’s interests. Wong has indicated that she will push for China to ease restrictions on Australian exports and to release two Australians who have been detained on national security charges.
